Also attending were Politburo members Le Minh Hung, Prime Minister; Tran Thanh Man, Chairman of the National Assembly; Tran Cam Tu, Permanent member of the Secretariat; along with other Politburo members, Secretariat members, Party Central Committee members and leaders of ministries, agencies and the Hanoi Party Committee.
At the first session of the 16th National Assembly, Le Minh Hung, Politburo member, Party Central Committee Secretary and Head of the Central Organization Commission, was elected Prime Minister. The National Assembly also approved Pham Gia Tuc, Politburo member, Party Central Committee Secretary and Chief of the Party Central Office, as Standing Deputy Prime Minister for the 2026–2031 term.

Accordingly, the Politburo decided that Nguyen Duy Ngoc, Politburo member and Secretary of the Hanoi Party Committee, is to step down from the Hanoi Party Committee's Executive Committee, the Standing Committee and the position of Secretary for the 2025–2030 term.
He has been reassigned to the 14th-term Secretariat and appointed as Head of the Central Organization Commission, Head of the Central Subcommittee for Internal Political Protection, Deputy Head of the Central Steering Committee for Anti-Corruption, Wastefulness and Negative Phenomena, and Standing Deputy Head of the Central Steering Committee for Science and Technology Development, Innovation and Digital Transformation.
Nguyen Hai Ninh, Party Central Committee member, Party Committee Secretary and Minister of Justice for the 2021–2026 term, is to step down from the Government Party Committee's Executive Committee for the 2020–2025 term and has been reassigned and appointed Chief of the Party Central Office.

Speaking at the conference, General Secretary and State President To Lam affirmed that Nguyen Duy Ngoc and Nguyen Hai Ninh are officials with strong political resolve, good moral qualities and absolute loyalty to the Party, the country and the people.
They possess outstanding professional capacity, innovative thinking and effective working methods. Both have risen through the ranks, held key positions at both central and local levels and gained comprehensive practical experience. Throughout their careers, they have consistently fulfilled their duties with distinction and delivered tangible results recognized by officials, Party members and the public. This forms the basis for the Politburo and the Secretariat to entrust them with new responsibilities at a pivotal time.
As the country enters a new development phase with ambitious goals set by the 14th Party Congress, the tasks assigned to the Party's strategic advisory bodies are increasingly demanding. The General Secretary and State President called on the two officials to immediately take up their duties, focus on leading the comprehensive and effective implementation of the functions, tasks and powers of the Central Organization Commission and the Party Central Office, and ensure the quality of strategic advisory work and Party building in line with the requirements of the Central Committee, the Politburo and the Secretariat.
He emphasized that the priority is to implement the Resolution of the 14th Party Congress, ensuring that major goals and directions are translated into concrete programs and plans and carried out decisively to deliver substantive results. Immediate tasks include implementing policies adopted at the second plenum of the Central Committee, while proactively coordinating with relevant agencies to prepare for upcoming Central Committee meetings with higher requirements for quality, strategic vision and feasibility.
The General Secretary and State President also called for building the Central Organization Commission and the Party Central Office into clean, strong, professional and modern institutions that serve as model agencies in organization, discipline and advisory quality within the political system.
He stressed maintaining unity, upholding Party principles, promoting collective wisdom, enhancing individual responsibility, especially among leaders, and ensuring that all decisions are objective, fair and made in the common interest.
Both agencies were urged to strengthen coordination with each other and with ministries, sectors and localities to ensure that central leadership and directives are implemented smoothly and effectively. They are also expected to accelerate digital transformation and the application of science and technology to improve the speed, accuracy, timeliness and effectiveness of advisory and organizational work.
The Central Organization Commission was tasked with quickly developing and completing large-scale data systems on organizational structures and personnel, ensuring connectivity and consistency across the political system, digitizing personnel records and managing them in a scientific, secure manner to support evaluation, planning and deployment.
The Party Central Office was instructed to accelerate the development of smart operation and workflow systems, enhance its capacity for synthesis, analysis and forecasting and ensure timely and accurate support for central leadership activities.
Emphasizing the importance of Party organization and advisory work, the General Secretary and State President expressed confidence that, in their new roles, the two officials will maintain their integrity and determination, continue learning, act decisively and responsibly and, together with their teams, successfully fulfill the tasks assigned by the Party.
The Politburo and the Secretariat expressed confidence that, with their experience, capacity and strong sense of responsibility, both officials will continue to uphold tradition and effectively carry out their duties, contributing to the successful implementation of the goals set by the 14th Party Congress and supporting the country's rapid and sustainable development in the new phase.
On behalf of the newly appointed officials, Ngoc said the appointment is not only a great honor but also a heavy responsibility before the Party, the people and the country's development demands in the new phase.
He emphasized that the Party's strategic advisory bodies play a particularly important role, with the Central Organization Commission and the Party Central Office having a strong tradition and making significant contributions to the Party's revolutionary cause. Previous generations of leaders have laid a solid foundation that enables both agencies to fulfill their responsibilities effectively.
Ngoc affirmed that he will fully absorb and implement the directions and tasks assigned by General Secretary and State President To Lam at the conference, considering them guiding principles for the work of both agencies in the coming period.
In his new position, he pledged to devote himself wholeheartedly, together with the leadership and staff of both agencies, to promoting unity, overcoming challenges, continuing innovation and improving the quality and effectiveness of all aspects of work, fulfilling the responsibilities entrusted by the Party while upholding principles, discipline, objectivity and the highest national interest.
To successfully carry out these tasks, he expressed hope for continued leadership and close guidance from the Politburo and the Secretariat, as well as strong coordination with central agencies and localities, and the support and cooperation of all officials and staff of both agencies.
Nguyen Duy Ngoc, born August 27, 1964; joined the Party on November 2, 1986; hometown: Luong Bang commune, Hung Yen province. He is a Politburo member (13th term since January 2025, and 14th term), former Party Central Committee Secretary (13th term, August 2024 - November 2025), Party Central Committee member (13th and 14th terms), former Secretary of the Hanoi Party Committee (since November 2025), a member of the 16th National Assembly, with advanced political theory training, a Master's degree in Law and a bachelor's degree in Administrative Law.
Nguyen Hai Ninh, born January 24, 1976; joined the Party on March 6, 1998; hometown: Hung Yen province. He is a Party Central Committee member (alternate 12th term, 13th and 14th terms), member of the Government Party Committee Executive Committee (since January 2025), Party Committee Secretary and Minister of Justice, with advanced political theory training and a Doctorate in Law.
