Overview of the conference.
On April 1, Nguyen Duy Ngoc, Politburo member and Secretary of the Hanoi Party Committee, head of Inspection Team No. 1, chaired a conference to review the draft inspection report for the Thuong Tin Commune Party Committee and its leadership.
Attending were Do Anh Tuan, member of the Hanoi Party Committee Standing Board and Chairman of the Inspection Commission, Tran Dinh Canh, Head of the Internal Affairs Commission, Pham Thi Thanh Mai, Vice Chairwoman of the Hanoi People's Council, members of the inspection team and representatives of the city departments.
According to the draft report, the Thuong Tin Commune Party Committee has effectively implemented resolutions of the 14th National Party Congress and the 18th Hanoi Party Congress, enhancing awareness among officials and party members.
Resolutions have been translated into practical programs aligned with local socio-economic development and national defense and security.
Implementation of plans and programs has followed timelines, contributing to the execution of key resolutions and local development goals for the 2025-2030 term.

The Party Committee has strengthened coordination across political system components and promoted innovation in leadership methods, emphasizing proactive, focused and effective action under the principle of doing more than saying and completing tasks thoroughly.
It has also reinforced discipline and leadership accountability, fostering unity and determination to build a strong Party organization and develop Thuong Tin into a modern, civilized locality.
The organization of elections for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term was conducted properly, ensuring democracy, transparency and full representation, with voter turnout reaching 99.54%.
In addressing five key bottlenecks, the commune has established steering committees and working groups, achieving initial results in handling traffic congestion, urban order, environmental pollution, flooding and food safety.
Concluding the meeting, Hanoi Party Secretary Nguyen Duy Ngoc praised the draft report for clearly reflecting responsibilities and implementation of directives from central and city levels.
He acknowledged the commune's success in organizing elections and contributing to the city's overall achievements.
Ngoc noted that progress in Party building, socio-economic development, digital transformation and especially land clearance and project implementation has strengthened public confidence.
He emphasized the need to define a clear economic development model and solutions for achieving double-digit growth.
According to Ngoc, Thuong Tin has strong advantages from large-scale planning and investment projects that support its transition toward an urban area.

The commune also has 11 traditional craft villages, providing significant potential for economic development. Investment should focus on creating a stable income and ensuring environmental sustainability.
He added that decentralization offers opportunities to attract investment, while digital transformation should be accelerated to replace manual processes with technology driven operations.
Ngoc requested that the commune leadership continue refining the inspection report and coordinate closely with the inspection team.
Responding to the feedback, Nguyen Xuan Minh, Secretary of the commune Party Committee and Chairman of the commune People's Council, affirmed that the commune fully recognizes the importance of the inspection.
He committed to incorporating all guidance into the report and developing a clear roadmap with defined responsibilities to address shortcomings in the coming period.
