According to the document, the Hanoi People's Committee has assigned departments, agencies, and the City Public Administrative Service Center to publicly disclose delegated and decentralized tasks, administrative procedures, processes, forms, and related conditions, in line with the Standing Committee of the Hanoi Party Committee's Conclusion Notice No. 319-TB/TU dated March 24, 2026. These units are also required to coordinate with the City Public Administrative Service Center to implement administrative procedures in accordance with regulations.
At the same time, agencies are instructed to continue fully, promptly, and effectively implementing directives outlined in Conclusion Notice No. 315-TB/TU dated March 20, 2026 of the Hanoi Party Committee and Official Document No. 1223/UBND-KT dated March 25, 2026 of the Hanoi People's Committee.
People's Committees of communes and wards are required to proactively review and assess the implementation of decentralization and delegation within their jurisdictions. They must promptly identify overlaps, inconsistencies, impractical elements, unnecessary administrative procedures, and bottlenecks related to authority, processes, personnel, facilities, data, technical infrastructure, and implementation resources. Proposed solutions should be submitted to the Department of Finance and the Department of Home Affairs for consolidation and reporting to the city authorities.
The Department of Finance, in coordination with the Department of Home Affairs, will monitor and urge departments, agencies, the City Public Administrative Service Center, and local authorities to implement the directives outlined in Conclusion Notices No. 315-TB/TU dated March 20, 2026 and No. 319-TB/TU dated March 24, 2026 of the Hanoi Party Committee, as well as instructions from the Hanoi People's Committee.
