On April 1, Inspection Team No. 4 of the Hanoi Party Committee Standing Board worked with the Standing Board of the Hoang Mai Ward Party Committee on leadership, direction and the organization of studying, disseminating and implementing the resolutions of the 14th National Party Congress and the 18th Hanoi Party Congress.
The delegation also worked with the ward Party Committee on developing and organizing action programs and plans to implement Party congress resolutions at all levels, as well as building a clean and strong Party organization and political system.
Inspection Team No. 4 was led by Phung Thi Hong Ha, Vice Secretary of the Hanoi Party Committee and Chairwoman of the Hanoi People's Council.
The ward's report at the session showed that in recent years, the Party Committee Standing Board has focused on leading and directing the implementation of resolutions with a proactive and flexible approach, suited to a fast-growing and densely populated urban area.
The dissemination and communication of resolutions have been conducted in a coordinated manner through multiple formats, combining in-person and online methods to ensure that all officials and party members receive timely and comprehensive access.
Party cells have maintained regular thematic meetings, linking resolution content to specific political tasks of each unit.
Notably, the use of digital platforms for communication and organizing contests on learning resolutions has enhanced awareness and created widespread impact within the community.
Thousands of officials, party members and residents have participated, strengthening trust and consensus in implementing local development tasks.
In Party building and political system development, Hoang Mai Ward has focused on improving working regulations, clearly assigning responsibilities to both collective bodies and individuals, strengthening administrative discipline and promoting administrative reform associated with digital transformation.
The system of local government, the Fatherland Front and socio-political organizations have been further strengthened, operating more effectively.
In socio-economic development, the ward has achieved positive results. In 2025, total budget revenue reached nearly VND40 billion ($1.5 million), with several revenue sources exceeding projections, while expenditures met operational requirements.
Public investment disbursement stood out as a key highlight, reaching nearly 100% of the 2025 plan. By mid-March 2026, disbursement had exceeded 56% of the annual plan, placing the ward among the city's leading performers. This reflects strong leadership and effective execution.
At the same time, land clearance work has been actively implemented across 11 projects, with one completed and many households voluntarily handing over land after outreach efforts, contributing to local stability.
In urban management, the ward has proactively addressed bottlenecks under city direction. Traffic safety has been improved through installing signage and organizing traffic flows at key hotspots.
Maintenance and dredging of drainage systems have helped reduce localized flooding. Construction and land management have been strengthened, with violations promptly detected and handled.
Environmental protection, food safety and social welfare have also been prioritized. All households have access to clean water, daily waste collection is ensured and food safety inspections are regularly maintained.
Digital transformation has made notable progress, with all officials using electronic document systems and digital signatures.
Digital platforms serving residents have been effectively deployed and community digital transformation teams have actively helped improve digital skills.
Despite these achievements, several limitations remain, including slow progress in some projects, unresolved land and legal issues, ongoing traffic congestion and localized flooding, environmental concerns in certain areas and gaps in workforce quality in some sectors.
Concluding the session, Chairwoman of the Hanoi People's Council Phung Thi Hong Ha acknowledged and highly appreciated the thorough preparation of the Hoang Mai Ward Party Committee Standing Board.
She stated that the report comprehensively reflects leadership and implementation results while clearly outlining initial achievements in socio-economic development, Party building and political system development.

The ward has implemented the study and dissemination of Party resolutions in a systematic and coordinated manner with innovative and practical approaches, while action programs and implementation plans have been developed with clear goals, tasks and solutions.
Party building and political system performance have improved, inspection and supervision have been strengthened and administrative discipline has been maintained.
The ward has achieved notable results in socio-economic development, particularly in public investment disbursement, project implementation and gradually addressing infrastructure, urban management and land clearance bottlenecks.
Digital transformation efforts have also created an important foundation for modern governance and improved service quality for residents and businesses.
At the same time, she pointed out limitations that need to be addressed, especially slow land clearance, prolonged project issues, insufficient disbursement at the ward level, unresolved public concerns and limitations in staff capacity in some positions.
Looking ahead, she urged the ward to build on its achievements, seriously learn from shortcomings and implement synchronized solutions.
This includes strengthening communication to build social consensus, innovating leadership methods toward modern governance using data and measurable outcomes and improving coordination with clear responsibilities.
According to her, the city's requirement in the coming period is to thoroughly grasp and effectively implement the revised Capital Law in connection with planning, management and urban development.
Therefore, in implementing tasks, Hoang Mai Ward must ensure proactive, systematic and scientific execution, delivering concrete and measurable results rather than stopping at the process stage.
Each task must clearly define the responsibilities of collectives and individuals, linked to timelines and quality, serving as key criteria to evaluate leadership capacity and performance.
She also emphasized that the ward must focus on resolving bottlenecks, especially in land clearance, link leadership accountability to results, accelerate digital transformation, build digital government, strengthen administrative discipline and enhance training to improve staff capacity for new requirements.
