The program is scheduled to run across the city from the second quarter to the fourth quarter of 2026, with participation from 1,000 to 2,000 businesses of all economic sectors.
Participants will include shopping malls, general supermarkets, electronics supermarkets, markets, convenience stores, retail chains, consumer goods manufacturers, tourism businesses, hotels, restaurants, transport companies, banks, telecommunications providers, information technology firms, construction companies and e-commerce businesses.
The objective of the program is to help implement socio-economic development tasks and solutions, stimulate domestic consumption and increase total retail sales of goods and consumer services.
The program aims to support business recovery and growth, contribute to GRDP targets in 2026 and the 2026 to 2030 period, and ensure social welfare in line with the direction of the Government, the Municipal Party Committee and the Resolution of the People's Council.
It will also support the "Vietnamese people prioritize Vietnamese goods" campaign and the city's programs on trade promotion, concentrated promotion activities and domestic market development. The program will encourage traditional shopping, e-commerce, night-time shopping and large-scale promotion events, with the participation of reputable manufacturing, business and distribution enterprises in key sectors.
The program will boost consumer spending through citywide concentrated promotion events, attracting residents, domestic visitors and international tourists to shop for quality goods and services at favorable prices with attractive promotion formats.
The city will promote diverse and smart business models that align with the expansion of e-commerce, improve connectivity between businesses and consumers, and support sustainable consumption. These activities are expected to contribute to economic growth in industry, trade, services and tourism, while helping stabilize prices and the market.
The main activities will include the 2026 Hanoi Citywide Promotion Fair, the Digital Transformation and Green Consumption Promotion Fair, Hanoi Brand Promotion Day 2026, and the Hanoi Midnight Sale 2026. The city will also conduct on-site inspections at selected participating locations.
The Hanoi People's Committee has assigned the Department of Industry and Trade to lead implementation, coordinate with relevant departments and ensure progress and effectiveness.
The department will work with the Department of Ethnic and Religious Affairs to support trade promotion in areas where ethnic minority communities live. It will approve participating businesses and promotion programs, and carry out communication activities to encourage traditional craft villages to participate.
The department will also coordinate with the Emulation and Commendation Board to propose rewards for outstanding organizations and individuals.
Communal-level People's Committees will instruct villages and residential groups to inform residents about the program and related events, especially through local broadcast systems.
VNPT Hanoi and VNPT Business Center Hanoi will provide Internet and Wi-Fi services at event locations and offer consumer support through Hotline 024.1081.
Media agencies and television stations will cooperate to provide timely news coverage and promotional content about the 2026 Hanoi Citywide Promotion Program.
