Vice Chairman of the Hanoi People's Committee Truong Viet Dung signed Plan No. 308 on November 17, 2025 to implement Government Resolution 214 on accelerating data creation for comprehensive digital transformation.
Hanoi has led the implementation of Resolution 214, ensuring effective and unified execution as required by the government.
The city also emphasized the responsibility of agency leaders and required strict information and cybersecurity protection when deploying national and specialized databases.
Coordinated implementation of core tasks
1. Data creation and management
Agencies must work with the Ministry of Public Security to review and complete Hanoi's Data Strategy to 2030 and standardize databases for integration with national platforms.
They must prioritize digitizing and completing datasets directly supporting administrative reform, state management and public services.
Agencies must complete 11 critical national and sectoral databases that support administrative reform and protect citizen and business rights.
The city will expand its data categories and improve the use, sharing and exploitation of sectoral data to support socio-economic development.
2. Digital platforms
Agencies must uniformly deploy and use national shared digital platforms and large-scale information systems provided by ministries.
They must complete data creation, updating, enrichment, connection and synchronization with national digital platforms.
Hanoi will review, upgrade and develop shared information systems and databases to ensure smooth data connectivity across the political system and integration with central platforms.
3. Information security
Agencies must implement cybersecurity plans for all national and sectoral databases under their management in compliance with Standard TCVN 14423:2025 on requirements for critical information systems.
They must coordinate with the Ministry of Public Security to maintain cybersecurity, protect infrastructure and respond to incidents involving Hanoi's data and digital applications.
4. Resources
Agencies must include required funding in their budget plans and balance additional needs using the 2025 city budget.
Hanoi will appoint a chief digital architect and work with the Ministry of Public Security, Ministry of Science and Technology and enterprises to develop the city's Digital Architecture Framework and Data Strategy.
The city will implement training programs to improve digital capacity for officials, civil servants, employees and residents to ensure effective use of digital platforms.
Assignments
The Hanoi Department of Science and Technology will monitor, guide and urge departments, district and commune authorities and related agencies to meet deadlines.
The department must report monthly results to the city and the national monitoring system for Project 06.
Departments and localities must develop their own implementation plans or integrate required tasks into existing programs to ensure synchronized and effective execution consistent with ministerial guidance.
