Hanoi implements tuition policies and fee support for 2025-2026 school year

Vice Chairwoman of the Hanoi People's Committee Vu Thu Ha has signed Official Dispatch No. 5487/UBND-KGVX dated October 8, 2025, on the implementation of tuition policies, tuition exemption and reduction, tuition support and other educational fees for the 2025–2026 academic year.

According to the document, the Hanoi authorities have instructed relevant departments and localities to promptly implement several key tasks to ensure the effective rollout of tuition exemption policies and related support measures.

The Department of Education and Training is responsible for implementing Decree No. 238/2025/ND-CP, focusing on the following areas:

For the 2025–2026 academic year, preschool and general education students, as well as learners enrolled in general education programs at public institutions, will be exempt from tuition fees. 

The department will work with the Departments of Finance and Justice, along with relevant agencies, to finalize draft resolutions defining tuition rates, the level of state budget compensation for public institutions, and tuition support for preschool and general education students in non-public schools.

Regarding service fees and educational support contributions at public preschool and general schools, the department will coordinate with relevant agencies to complete draft resolutions regulating such fees in line with Articles 3 and 4 of Decree No. 238/2025/ND-CP, ensuring they reflect local conditions.

The department will also direct schools to implement policies on tuition exemption, reduction, and study cost support fully and promptly, as provided in Decree No. 238/2025/ND-CP. 

Preschool and general education students will not need to submit applications for tuition exemption or support. 

Administrative procedures should be streamlined through the use of existing electronic data from the National Population Database and other specialized databases via the online public service portal.

The city emphasizes strict state management over educational institutions to prevent excessive or unauthorized collections at the start of the school year. 

Schools must manage and use voluntary contributions in line with Circulars No. 16/2018/TT-BGDDT and No. 13/2025/TT-BGDDT issued by the Ministry of Education and Training. 

They must also publicly disclose information on education quality commitments, conditions ensuring quality, and financial revenues and expenditures in accordance with Circular No. 09/2024/TT-BGDDT.

The Department of Finance will work with the Department of Education and Training and other agencies to prepare draft resolutions for the City People's Council regulating tuition, tuition exemptions, reductions, and support policies.

Commune- and ward-level People's Committees are instructed to ensure that public preschool and general education institutions exempt tuition fees for eligible students in line with Articles 15 and 16 of Decree No. 238/2025/ND-CP. 

They must also implement tuition exemption, reduction, and study support policies fully and on time, without requiring students to submit applications. 

Administrative procedures should be simplified through data integration from the National Population Database and other specialized databases to facilitate access for learners.

Local authorities must strengthen supervision over educational institutions to prevent any unauthorized collections and ensure the proper management of voluntary contributions, following the relevant circulars of the Ministry of Education and Training. 

Transparency in educational quality, resources, and financial management must be strictly observed.

Vocational education institutions and the Hanoi Metropolitan University are required to implement Decree No. 238/2025/ND-CP in full compliance with regulations. 

They must review and ensure that tuition fees for the 2025–2026 academic year do not exceed the maximum levels set forth in Articles 9 and 10 of the decree.
