The Hanoi People's Committee on October 9 held a meeting to implement the 2026 recruitment plan for military service and the People's Public Security.
Le Hong Son, Standing Vice Chairman of the Hanoi People's Committee and Vice Chairman of the City's Military Service Council, chaired the event.
At the meeting, the Hanoi Capital Command announced the establishment of the 19-member City Military Service Council, chaired by Tran Sy Thanh, Chairman of the Hanoi People's Committee.
Major General Dao Van Nhan, Commander of the Hanoi Capital Command and Vice Chairman of the Hanoi Military Service Council, said that the 2026 recruitment process will be the first under the new two-tier local government model without the district level.
Accordingly, commune-level military councils will handle the entire preliminary screening process. Medical examinations will be conducted at 21 designated sites and troop transfers will take place in eight locations across the city.
To ensure effective and lawful recruitment, Major General Nhan asked local military commands to start reviewing eligible citizens, especially those who have graduated from universities and colleges.
Representatives from Hong Ha, Son Tay, Noi Bai, Bat Trang and Tuong Mai communes and wards and from the Hanoi departments of Public Security and Health shared potential challenges and proposed solutions, which the council promptly addressed.
In his closing remarks, Standing Vice Chairman Le Hong Son noted that many commune-level leaders are serving their first term as chairpersons of local military councils.
It makes managing the recruitment pool in Hanoi more complex than in other provinces due to residents' diverse educational and work conditions, he said.
Son urged departments and local authorities to strengthen communication about the Law on Military Service and the Law on the People's Public Security, ensuring that outreach is practical and encourages voluntary compliance.
He also called for close coordination in vocational training and job placement for discharged soldiers.
Highlighting Hanoi's unique status under the Capital Law, Son suggested that the Hanoi Capital Command advise the city government to propose a resolution to the municipal People's Council on policies for discharged soldiers, including broader training opportunities and higher allowances, in line with the national defense strategy.
