The AI Virtual Assistant system of O Cho Dua Ward was developed based on real administrative needs, integrating local administrative data and trained using advanced AI models. The ward has implemented two separate virtual assistants, one to assist officials and one to support citizens in processing administrative procedures.
The virtual assistant for officials serves as a powerful tool for legal reference, document drafting, and report summarization. It can also evaluate legal compliance, issue early warnings on legal inconsistencies, identify authorization errors, and flag procedural issues.
This helps reduce workload pressure on officials, allowing them to focus more on their professional duties while improving the accuracy and transparency of local administration.

The virtual assistant for citizens provides detailed guidance on required documents and steps for using online public services. It can also answer administrative inquiries quickly and accurately, even outside of regular working hours.
Speaking at the ceremony, Chairman of O Cho Dua Ward People's Committee Le Tuan Dinh said that in line with the Party, State, and Hanoi's policies on scientific and technological development, innovation and digital transformation, O Cho Dua Ward has identified digital transformation as a key and continuous task after transitioning to the two-tier local government model.

To achieve comprehensive digital transformation, the ward has implemented this effort across all sectors, agencies, and residential communities. Through the "45-Day Digital Transformation Action Campaign," launched with the motto "People-centered, Service-oriented," O Cho Dua has achieved strong and practical improvements in awareness and implementation.
The ward has also established 65 community digital transformation teams with nearly 400 members who help residents access online public services, aiming to promote "Digital Literacy for All."
All ward officials are now equipped with computers, high-speed internet, and have been trained in information security and the use of digital platforms such as VNeID, iHanoi, and eTax Mobile.

In the coming period, O Cho Dua Ward will continue upgrading and expanding the AI Virtual Assistant system to all political and social organizations in the locality. Regular data updates, system retraining, and feedback collection from both officials and citizens will be maintained to make the assistant increasingly intelligent, user-friendly and effective.
With a pioneering spirit and determination for innovation, O Cho Dua Ward will continue advancing toward a citizen-centered digital government. The ward's efforts also aim to celebrate the 18th Congress of the Hanoi Party Committee (2025–2030 term) and the 14th National Party Congress.
