Hanoi Vice Chairman presents Letter of Appreciation to the Public Administrative Service Center of Dong Da Ward.
Implementing Resolution No. 60-NQ/TW dated April 12, 2025, of the 13th Party Central Committee, Hanoi has continued the reorganization of administrative units and the establishment of local governments under a two-tier model.
The city has been taking strong and consistent measures to build a streamlined, efficient, and effective administrative system. These efforts aim to provide the best possible services to citizens and businesses. The focus is on improving governance and the quality of state management at the grassroots level, where the daily needs of residents are directly addressed.
Dong Da Ward made remarkable progress between September 22 and 29, 2025, rising from beyond the 100th position to the top group among 126 communes and wards citywide in the Citizen and Business Service Index on the National Public Service Portal.
This achievement reflects decisive leadership, a strong sense of responsibility, and innovative approaches by the ward's officials and civil servants, as well as the active participation and support of local residents.

On behalf of the Hanoi People's Committee, Vice Chairman Dung expressed appreciation and commended the Party Committee, local government, and residents of Dong Da Ward for their proactive efforts and creativity in improving administrative services for citizens and businesses. The results demonstrate clear progress in leadership, management, and the dedication of officials and civil servants of Dong Da Ward over recent months.

Reporting to the Vice Chairman on administrative service operations from July 1 to September 30, 2025, Dong Da Ward's leaders noted that the ward had promptly and flexibly implemented the directions of the central and municipal authorities. Difficulties during implementation were swiftly addressed to ensure smooth operations.
Communication efforts were widely carried out to inform every residential group, citizen, and business about the new two-tier local government model and online public service procedures.
After three months of operation, the administrative service center has become well-organized and has effectively met citizens' needs. The use of information technology by both staff and citizens has been actively promoted, and level-3 and level-4 online public services are now widely adopted. Public servants have shown improved responsibility and service attitude toward citizens.

The ward received 6,471 applications from July 1 to September 30, 2025, including 1,411 submitted in person (21%) and 5,060 submitted online (78%).
A total of 6,348 applications have been processed, with 6,342 completed ahead of schedule, six slightly delayed, and 123 still within the processing timeline.
Based on the Prime Minister's Index 766 on the National Public Service Portal, Dong Da Ward ranked 119th out of 126 in July, 44th in August, and 3rd in September, placing 53rd overall after three months.
Despite the impressive results, the ward acknowledged certain challenges, particularly the increased workload due to the decentralization of administrative procedures from district to ward level.
To further enhance service quality and maintain its achievements, Dong Da Ward proposed several measures. These include adding electronic form templates and optimizing the user interface to make online submissions easier. The ward also suggested enabling direct online form entry for citizens.
It emphasized the need to accelerate the completion of the national electronic civil registry database. Another proposal is to integrate citizen documents from the VNeID e-wallet into the National Public Service Portal. In addition, the ward recommended establishing a minimum performance threshold for all communes and wards in processing administrative procedures.
Dong Da Ward's success story demonstrates strong determination in administrative reform, digital transformation, and effective mobilization of local resources to overcome major challenges following Hanoi's administrative reorganization on July 1, 2025.
