The plan outlines several main tasks. First, it calls for widespread dissemination of the Presidential Amnesty Decision, the guidance from the Amnesty Advisory Council, and other relevant documents issued by competent State authorities regarding the second phase of the 2025 amnesty.
Second, authorities must facilitate the provision of relevant information and documentation about the families of amnesty candidates, including certificates verifying family circumstances or any other necessary paperwork to support the amnesty process.
Third, the plan requires the development of specific programs and assignments for local government bodies, sectors, agencies, and social organizations to coordinate efforts in helping amnestied individuals reintegrate into society and stabilize their lives as soon as possible.
The Hanoi People's Committee has tasked the Hanoi Police Department with leading the review and recommendation process for granting amnesty to inmates currently serving prison sentences in detention facilities under the management of the municipal police, in accordance with the Ministry of Public Security's directives.
The police are also responsible for monitoring, educating, and managing those who have been granted amnesty, as well as reporting results and proposing recommendations.
The Department of Culture and Sports will coordinate the dissemination of amnesty policies and promote social inclusion by addressing stigma and prejudice against those who have been released, helping them reintegrate and reduce the risk of reoffending.
The Department of Home Affairs (specifically the Emulation and Commendation Board) will recommend awards for individuals or groups with notable contributions. The Department of Health will conduct medical assessments and provide medical records for eligible inmates. The Department of Education and Training will support educational and vocational guidance programs for inmates where applicable.
The Hanoi chapter of the Vietnam Fatherland Front will participate in public communication, supervise the implementation of the amnesty, and help create job opportunities and reintegration pathways for released individuals.
The Hanoi People's Committee emphasizes that the second phase of the 2025 amnesty must be carried out in strict accordance with the law, ensuring democracy, objectivity, fairness, transparency, and rigorous adherence to proper procedures and eligibility criteria. There must be no errors or misconduct.
At the same time, the process must align with both domestic and international responsibilities, safeguard national security, and maintain social order and safety. These efforts contribute to the successful implementation of the "National Crime Prevention and Control Strategy for the 2016–2025 period, with orientations toward 2030." The ultimate goal is to provide favorable conditions for amnestied individuals to reintegrate quickly and sustainably, restore their lives, and reduce the risk of repeat offenses.
While the plan does not specify budget figures, in previous similar programs, local reintegration support and vocational training packages could range from approximately US$100 to US$500 per individual, depending on specific needs and availability of local funding sources.
