Accordingly, in order to promptly and effectively implement Resolution No. 66/NQ-CP dated March 26, 2025, of the Government, and to substantially reduce administrative procedures (TTHC), investment and business conditions, processing time, and compliance costs, the city People's Committee requires:
Local at Thach Ban People's Committee.
Departments, agencies, and People's Committees of districts, towns, and communes must concentrate on directing and organizing the review, reduction, and simplification of administrative procedures related to production and business activities and internal administrative procedures, ensuring the following targets: abolishing at least 30% of investment and business conditions; reducing processing time of administrative procedures by at least 30%; cutting compliance costs of administrative procedures by at least 30%; fully implementing 100% of the decentralization plans for administrative procedures approved under Decision No. 1015/QD-TTg dated August 30, 2022, of the Prime Minister; and cutting or simplifying 100% of internal administrative procedures in accordance with new legal regulations on decentralization, delegation of authority, and organizational restructuring to streamline the two-tier local government model.
At the same time, urgently implement the tasks assigned in the following documents: No. 1163/UBND-NC dated March 31, 2025, No. 5292/VP-NC dated April 21, 2025, and Plan No. 104/KH-UBND dated April 16, 2025, of the Hanoi People's Committee — these tasks are identified as the key priorities for 2025–2026 in administrative reform at each respective agency, unit, or locality — and are subject to the accountability of the agency heads before the Hanoi People's Committee and its Chairman for the results achieved.
Focus on reviewing, restructuring processes, integrating, and providing 100% of eligible online public services by sector and field under management on the National Public Service Portal by June 2025.
The Hanoi People's Committee requires the municipal Public Administration Service Center to urgently implement the tasks assigned in Document No. 5292/VP-NC dated April 21, 2025, of the People's Committee; clearly identify causes of delays; complete a consolidated report and statistical list of administrative procedures related to production and business activities; and fully publish and disclose internal administrative procedures in accordance with Government requirements. Focus on advising the municipal People's Committee on implementing Plan No. 104/KH-UBND dated April 16, 2025, ensuring the completion of the Plan on schedule.
