To ensure efficiency, transparency and sustainability in managing public offices and assets while avoiding loss or waste, the People's Committee requires directors and heads of city departments and agencies, as well as chairpersons of ward and commune People's Committees, to strictly implement several tasks.

They must continue to thoroughly follow and enforce directives of the Politburo, the Secretariat, the Government and the Prime Minister, together with regulations on decentralization and authority in public asset management.
They must also comply with guidance from the Ministry of Finance, relevant central ministries, and instructions from the Hanoi People's Committee on public asset management during administrative restructuring.
Agencies must review and inventory assets of commune- and district-level units transferred to organizations under their management after administrative restructuring.
The review must be cross-checked with the results of the nationwide public asset inventory under Decision No. 213/QD-TTg to prevent omissions and asset loss.
Departments and organizations managing public assets must promptly complete registration, ownership, and usage rights in accordance with the law. They must carry out proper accounting, management, and use of assets and update or replace regulations on asset management to suit new functions and organizational models.
Ward and commune People's Committees must actively arrange and reallocate office buildings and land to ensure working premises for agencies under their jurisdiction. They must also plan for the immediate handling of unused or inefficiently used assets in line with the People's Committee's schedule.
If reallocation still leaves a shortage or if current assets do not meet operational needs, agencies must conduct additional procurement within approved standards or renovate existing facilities.
Priority must be given to offices, equipment, networks, and assets for public administrative service centers to ensure uninterrupted services for businesses and citizens. Storage conditions for documents and archives must be safeguarded to prevent damage from pests or humidity.
Ward and commune People's Committees must direct units under their management to develop handling plans for redundant offices and land in accordance with legal asset disposal mechanisms. Reports must be submitted to competent authorities for approval, followed by timely implementation.
The City Inspectorate and the Department of Finance are tasked with strengthening inspections of the arrangement and handling of public assets. Departments, agencies and local authorities must also self-check and report violations, with responsibilities assigned to collectives and individuals who delay or fail to comply.
For offices and facilities already allocated for work or public service purposes but found inadequate after a period of operation, ward and commune People's Committees must readjust arrangements to ensure proper working conditions for officials and employees while maintaining the delivery of public services.
A comprehensive review of public asset management after restructuring must be conducted. Unauthorized lending, leasing, or joint ventures involving public assets must be terminated immediately, and accountability must be enforced on those responsible.
The Department of Finance will monitor and supervise the reallocation and handling of surplus offices and public assets after administrative restructuring. Any difficulties or issues must be promptly addressed or reported to higher authorities.
Directors, heads of departments, and chairpersons of ward and commune People's Committees will bear full responsibility before the law and the People's Committee for public asset management. They must ensure compliance with the Party's policies and the State's laws to guarantee that public assets are used for the right purposes, economically, and effectively.
