The plan aims to implement comprehensive measures to build Hanoi into a smart city by 2030. It seeks to connect with smart city networks nationwide, regionally, and globally, and to become a center that drives the development of the Red River Delta, the Northern Key Economic Region, and the entire country.

The city is expected to lead in data-driven management and governance through the application of digital technology and data analytics in all state agencies and socio-economic activities.
The plan sets the target of an average annual GRDP growth of 8.5 percent in 2025, preparing for double-digit growth in subsequent years.
Twelve Key Tasks
The city will urgently review, adjust, or develop its smart urban development strategy linked with infrastructure modernization and the foundation of a digital urban government. Artificial intelligence will be applied in governance and public services to promote digital and green transformation.
Awareness and political determination for innovation must be strengthened, creating new momentum and a renewed spirit across society in science, technology, creativity, and digital transformation.
The city will quickly and decisively improve institutions, eliminate barriers that hinder development, and transform institutions into a competitive advantage for science, technology, creativity, and digital transformation.
Investment in infrastructure for science, technology, innovation, and digital transformation at the national level will be expanded. Human resources of high quality will be developed and talents will be nurtured to meet the needs of science, technology, creativity, and national digital transformation.
The city will accelerate digital transformation and the application of science, technology, and innovation within the political system. Enterprises will be encouraged to embrace innovation and digital transformation.
International cooperation in science, technology, innovation, and digital transformation will be strengthened. Smart city technical infrastructure applications and services will be developed, including smart transportation, smart energy, smart public lighting, smart water supply and drainage, and smart solid waste management.
An innovation infrastructure and ecosystem will be promoted. Controlled pilot mechanisms in smart cities will be implemented. Research and pilot implementation of smart urban zones and smart buildings will also be conducted.
Nine Main Solutions
Planning will focus on green and smart planning, underground and intelligent spaces, green and cultural areas, urban planning linked with public transport, and the integration of smart technology in planning.
The economy will focus on developing the digital economy and smart services, high-tech zones, smart agriculture, and ecological smart urban areas. Sustainable development and environmental protection will be prioritized, with synchronized development of economic zones and digital markets.
In finance and investment, the city will implement the Capital Law enacted on June 28, 2024, ensuring a legal foundation for financial solutions.
Communication efforts will raise awareness and build consensus, provide education on smart cities, organize experiential campaigns, support communication for businesses, and apply modern communication technology.
Community and business participation will be encouraged through intellectual property protection, open data sharing, financial incentives, community feedback platforms, innovation competitions and awards, international linkages, and community-based financial models.
Human resource development will include training high-quality professionals, providing education for smart cities, expanding STEM education, supporting communities in accessing technology, attracting ICT talent, and promoting leadership in attracting experts.
Science and technology will receive priority funding for digital technology research. Digital technology infrastructure will be strengthened, innovative startups will be supported, innovation centers will be developed, and the science and technology market along with international cooperation will be expanded.
International cooperation will be maintained and expanded by encouraging foreign investment in smart cities, joining global smart city networks, supporting training and expert exchange, and developing international public-private partnerships.
Smart urban development will also target sectors such as planning and architecture, construction, culture, agriculture, environment, and healthcare.
Implementation Requirements
The People's Committee has assigned city departments and agencies to develop detailed plans based on their functions and responsibilities. These agencies must integrate the requirements, tasks, and criteria of smart urban development into their overall sectoral programs and projects.
The committee emphasizes that smart urban development must place citizens at the center. Smart city operations will rely on urban data as a core resource, while ensuring information security, safety, and interaction.
The city will pursue comprehensive integration, flexible and adaptive implementation, sustainable development, and diversified resource mobilization.
