Hanoi's departments and agencies are required to accelerate the development, completion, and operation of databases within their management scope in line with the plans assigned by the city.

The databases must meet the criteria of being accurate, complete, clean, updated, unified, and shared, serving the reduction and simplification of administrative procedures and the delivery of fully online public services.
This must follow the roadmap set out in Government Resolution No. 214/NQ-CP dated July 23, 2025, and end the practice of requesting citizens and businesses to re-submit documents already available in the database when applying online or in person.
Agencies must coordinate with the City Public Administrative Service Center to shorten and digitalize processes, allowing administrative procedures to be carried out without restrictions from city-level administrative boundaries. They must also review and propose the reduction of fees and charges for using online public services, with completion required before December 31, 2025.
