The purpose of the plan is to take full advantage of external resources and favorable conditions to build an economy in the capital city that is independent, autonomous, resilient, and sustainable.
The plan also aims to preserve and promote cultural values and the strength of the people of Hanoi, while enhancing the role, position, and international reputation of the city.
The plan promotes international integration in politics, national defense, and security in a deeper, more comprehensive, and effective manner, contributing to maintaining a peaceful and stable environment and supports socio-economic development.
The plan also strengthens integration in science, technology, innovation, culture, society, tourism, environment, education, healthcare, and other sectors. It focuses on improving human resource quality, as well as the capacity and political acumen of officials at municipal departments, local governments, and agencies in Hanoi.
In addition, the plan calls for expanding and diversifying export markets to avoid excessive dependence on a limited number of markets.
The plan emphasizes international integration in science, technology, and innovation to enhance competitiveness, expand opportunities for sustainable development, and promote modernization.
Specific objectives include strengthening innovation and digital transformation capacity in Hanoi, attracting high-tech investment in artificial intelligence, semiconductors, clean energy, cloud computing, and the Internet of Things from global partners, and establishing networks that connect overseas Vietnamese intellectuals with the capital's innovation ecosystem.
Implementation tasks
First, strengthen the leadership of the Party and renew thinking, awareness, and actions related to international integration in Hanoi under the new context.
Second, improve the effectiveness of international economic integration to serve the development of an independent, autonomous, and resilient economy, accelerate economic restructuring, renew the growth model, and promote digital transformation.
Third, advance political, defense, and security integration in a broader, more comprehensive, and effective way to maintain peace and stability, promote socio-economic development, safeguard the nation early and from afar, and enhance Hanoi's international capacity and standing.
Fourth, deepen international integration in science, technology, and innovation to improve competitiveness, expand sustainable development opportunities, and drive modernization.
Fifth, strengthen integration in culture, society, tourism, environment, education, healthcare, and other sectors.
Sixth, improve the city's capacity to implement international commitments and agreements by enhancing monitoring and supervision, while promoting institutional, policy, and legal reforms domestically.
Seventh, enhance the effectiveness of leadership and coordination of international integration activities, ensuring Hanoi plays an active and proactive role.
The Hanoi Steering Committee on International Integration will translate resolutions, programs and national plans into practical measures suited to Hanoi's conditions. It will propose roadmaps and concrete solutions for departments, agencies, local governments, and enterprises to implement integration activities in the new context.
The People's Committee of Hanoi requires that in the course of carrying out the Government's Action Program for Resolution 59-NQ/TW, new central guidelines and policies must be incorporated promptly.
Additional tasks must be updated in line with practical requirements. Authorities must regularly monitor, evaluate, inspect, and supervise implementation results to promptly provide guidance, address challenges, and resolve obstacles.
