The goal is to ensure a democratic, lawful, safe and cost-effective election that truly reflects the will of the people. The city aims to create the best possible conditions for voters to exercise their democratic rights in selecting candidates with integrity and competence to represent them in the National Assembly and People's Councils at all levels.
The Chairman requires heads of municipal departments, agencies, and units under the People's Committee to proactively carry out the election plan based on their assigned duties.
They must ensure that election bodies perform their responsibilities effectively, with a focus on key areas.
The Department of Home Affairs will serve as the standing body of the municipal Election Committee and will advise and assist the People's Committee and its Chairman in directing and organizing the election in accordance with the law.
The department will provide professional guidance and training, print and deliver election materials and seals, and inspect and supervise election implementation across departments and local authorities.
The Department of Culture and Sports will work with relevant agencies and the media to develop and implement a comprehensive communication plan. It will guide local authorities and organizations on promoting the election and explaining legal regulations to the public.
The Department of Science and Technology will guide the application of digital transformation and information technology in election operations.
It will coordinate with telecommunications and internet providers to ensure stable, secure and uninterrupted service before, during and after election day.
The Department of Construction will coordinate with other bodies to ensure traffic safety and smooth travel for voters throughout the preparation period and on election day. It will direct inspections of infrastructure and urban transport works to ensure technical safety.
The Hanoi Capital Command and the municipal Police will prepare plans to safeguard political security, social order and traffic safety before, during and after the election. They will protect election sites and polling stations and guide security forces participating in election duties.
The municipal Police will also work with the Department of Science and Technology and the Department of Culture and Sports to prevent cyberattacks, ensure cybersecurity and protect election information systems.
They will detect and handle misinformation that could affect the election. The police will provide population data to the Election Committee and the Department of Home Affairs, and instruct local police to supply data to help compile voter lists and statistics.
They will also guide the use of the National Population Database and VNeID during voter registration and issuance of voter cards.
The Department of Finance will coordinate with the Department of Home Affairs to allocate funding, provide budget guidance and inspect spending to ensure compliance, timeliness and proper use of election funds.
The Department of Health will monitor epidemic developments and guide local health units in preparing disease prevention measures. It will ensure medical safety throughout the preparation period and on election day.
The Department of Agriculture and Environment will monitor weather and natural disaster risks, and coordinate with localities to respond to possible incidents during election activities.
The city Inspectorate will assist the Election Committee in handling citizen complaints and denunciations related to the election before, during and after election day.
The Municipal Statistics Office will work with the Department of Home Affairs and district-level agencies to compile and verify election results accurately and promptly.
Hanoi Electricity Corporation will secure sufficient power supply for all election activities, especially on election day and during vote counting.
VNPT Hanoi, Hanoi Post and postal and telecommunications providers will ensure smooth communication and safe delivery of election documents, especially from March 5 to March 22, 2025.
Communal-level People's Committees will coordinate with the People's Councils and the Vietnam Fatherland Front to implement the election plan and follow guidance from higher-level authorities.
They will prepare facilities and documents, ensure local security forces maintain public order at polling stations, and develop contingency plans to guarantee uninterrupted election operations.
Chairpersons of commune-level People's Committees will be accountable to the Chairman of the Hanoi People's Committee for organizing the election at their locality in accordance with the Law on Election of National Assembly and People's Council Deputies and related guidelines.
On May 21, 2025, the National Assembly issued Resolution No. 199/2025/QH15, setting March 15, 2026 as the date for the election of deputies to the 16th National Assembly and People's Councils at all levels.
