Accordingly, to thoroughly implement the policy of "comprehensive digital transformation" in the operations of the Hanoi authorities, enhance service efficiency for citizens and businesses, and ensure the principles of "No paper – No contact – End-to-end – Seamless", the Chairman of the Hanoi People's Committee requests Directors and Heads of Departments, agencies, and sectors of the city, Chairpersons of the People's Committees of districts, towns, and communes; and calls upon agencies, units, mass organizations, and institutions across the City to implement the following contents:
On general principles:
All procedures and transactions between state agencies and individuals or organizations must be conducted in a digital environment; full-process online methods are to be prioritized, minimizing the use of paper documents and direct contact.
It is strictly forbidden to request the resubmission of paper documents if a valid electronic version exists according to the law.
The legal validity of and use of electronic records is to be recognized throughout the process of resolving administrative procedures, internal administrative procedures, and other procedures and transactions.
It is strictly prohibited to create dual (electronic and paper) processing procedures for the same administrative procedure or the same file.
On receiving, processing records, and delivering electronic results:
Regarding receipt of records: 100% of incoming records must be digitized and digitally signed according to regulations at the time of receipt, except in cases where digitization is impossible due to specific characteristics.
A valid electronic record is one that meets any of the following conditions: digitized and digitally signed in accordance with regulations; is an electronic copy from the original register; is electronically authenticated; or comprises documents declared by the organization/individual; and other cases (if any) as prescribed.
Regarding record processing: Valid electronic records must be used immediately for task resolution; processing must not be delayed while waiting for paper versions. Processing time is counted from the time of electronic record receipt.
Regarding result delivery: 100% of administrative procedure results must be issued and delivered in the form of electronically signed documents in accordance with regulations, except where the law explicitly requires issuance of paper versions. In such cases, the paper version must be digitized and digitally signed to be converted into an electronic version for storage and use as prescribed.
On implementation responsibility: Directors and Heads of Departments, agencies, and sectors of the city; Chairpersons of the People's Committees of districts, towns, and communes; and all agencies, units, mass organizations, and institutions across the city are responsible for recognizing the legal validity of electronic records and using them to resolve administrative procedures, internal administrative procedures, and other procedures and transactions in the City. Heads of agencies and units are responsible before the Chairman of the Hanoi People's Committee for the implementation and strict compliance with this Directive.
The Public Administrative Service Center shall lead the research and propose an official plan for recognizing the legal validity of electronically signed records by individuals and organizations, promoting post-inspection instead of pre-inspection, in line with the policies of the Party and the State.
Inspection and supervision are to be strengthened. Strict action will be taken against agencies, organizations, and individuals who fail to comply seriously with the directive or obstruct the digital transformation process, including repeated demands for unnecessary paper documents.
Implementation organization: The Hanoi Public Administrative Service Center is assigned to monitor, urge, and inspect the implementation; compile results and report periodically to the Chairman of the Hanoi People's Committee.
All agencies, units, political-social organizations, businesses, and citizens are requested to actively participate in and supervise the implementation process; and to accompany the Hanoi authorities in realizing the goal of building a modern, transparent, and fully digital administrative system.
