Vice Chairman of the Hanoi People's Committee Truong Viet Dung signed Plan No. 20/KH-UBND dated April 14, 2026 on implementing activities of Community Digital Transformation Teams across Hanoi in 2026.
The plan aims to bring digital platforms and digital skills to every household, enabling residents to interact with government through digital environments and benefit from digital services.
The city seeks to strengthen the core role of Community Digital Transformation Teams in implementing the "Digital Literacy for All" movement and nationwide digital learning initiatives, following the approach of "going to every alley, knocking on every door, guiding every person" to popularize basic digital skills.
The plan aims to create a strong shift in public awareness and habits regarding digital transformation, narrow the digital gap between urban and rural areas and among population groups, and integrate digital technology into all aspects of social life.
It also aims to ensure timely support for residents in using online public services, cashless payments, and essential digital platforms, contributing to the development of digital citizens and a digital society in the capital.
Hanoi aims for 100% of adults to have basic knowledge of digital transformation, possess digital skills, effectively use smart devices to access information and digital services, and know how to protect themselves in digital environments.
The city targets more than 85% of adults owning smartphones to use digital services, while over 50% of urban adults will have electronic payment accounts.
Hanoi also aims to maintain its position among the top five localities nationwide in terms of adult digital literacy and skills on the VNeID platform.
Additionally, 100% of Community Digital Transformation Team members will receive training in digital knowledge and skills, including AI applications and teaching skills, to effectively guide residents.
Key tasks and solutions:
1. Consolidating and maintaining Community Digital Transformation Teams:
Commune-level People's Committees will review and strengthen the structure and membership of teams in residential areas, villages, and hamlets to match local conditions and resources.
Priority will be given to individuals under 40 who are dynamic, have strong digital skills, and can guide residents in using digital devices and platforms, forming a widespread digital support network across the city.
2. Training for Community Digital Transformation Teams:
Regular and thematic training programs will be organized to enhance digital knowledge and skills, including AI applications, use of digital devices and services, and pedagogical skills to ensure effective implementation.
Training materials and online courses will be developed for residents and businesses, including digital learning resources related to common online public services. Content will be designed to be accessible and easy to understand for all groups.
Team members and local technology support groups will receive training in using digital public services to provide long-term assistance to residents.
3. Implementing models and activities to promote digital skills:
The city will continue implementing models outlined in Plan No. 138/KH-UBND dated May 15, 2025, such as building a network of "Digital Ambassadors," promoting "Digital Families," developing "Digital Markets – Digital Rural Areas," implementing "One Citizen – One Digital Identity," and launching youth campaigns to promote digital skills.
Commune and ward authorities are encouraged to introduce innovative approaches tailored to local conditions and integrate them into training programs.
4. Communication and outreach:
Communication efforts will be strengthened through grassroots broadcasting systems, local information portals, bulletin boards, and community communicators.
Social media and other diverse communication channels will be used to help residents understand the benefits of digital platforms and technologies in daily life and encourage the use of digital services.
Activities of Community Digital Transformation Teams will be widely promoted in connection with local programs and initiatives.
The city will ensure that its information portals and local websites meet accessibility standards, provide user-friendly interfaces, and integrate tools supporting people with disabilities, including text, audio, and translation features in line with national and international standards.
5. Policy mechanisms to support Community Digital Transformation Teams:
The city will develop a resolution of the Hanoi People's Council on support mechanisms and policies for these teams.
Authorities will mobilize social resources and collaborate with digital technology enterprises, postal and telecommunications companies, and social organizations to provide support and preferential policies for digital products and services used by team members.
