Hanoi approves zoning plan for biotech high-tech park in Bac Tu Liem

Deputy Chairman of the Hanoi People's Committee Duong Duc Tuan on June 4 signed Decision No.2788/QD-UBND approving the zoning plan for the construction of the Hanoi Biotech High-Tech Park at a 1:2000 scale.

According to the decision, the high-tech biotech park will be located in the administrative boundaries of Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong and Co Nhue 2 wards in Bac Tu Liem District.

The northern boundary is adjacent to planned 40-meter-wide roads and the Nam Thang Long Industrial Zone. The western boundary borders another planned 40-meter-wide road, while the eastern boundary is adjacent to planned roads that are 25 to 40 meters wide. The southern boundary is next to the 60.5-meter-wide Tay Thang Long Avenue.

The goal of the zoning plan is to comply with the Hanoi Capital Master Plan for 2021-2030 with a vision towards 2050, the Adjustment of the overall master plan of Hanoi until 2045 with a vision towards 2065, the Master plan for high-tech development by 2020 with a vision to 2030, and Hanoi's idea on establishing a biotech high-tech park.

It also aims to meet the guidelines and directives issued by the Prime Minister, the Hanoi Party Committee, and the Hanoi People's Council.

The plan also aims to design the functional subdivisions, create a reasonable land use structure, ensure technical and social infrastructure, connect with investment projects, traffic systems, technical infrastructure, and surrounding areas, and comply with approved planning criteria, architectural and technical standards, design codes, and related regulations.

The project aligns with global trends in high-tech development and with the State and Hanoi's orientation for high-tech parks, prioritizing modern, high-quality biotechnology, a research-friendly environment, and synchronized technical infrastructure that meets high standards.

The zoning plan also includes detailed studies on technical infrastructure to connect with the surrounding areas, based on economic and technical criteria, national standards for urban planning, specialized design codes, and the adjustment of the Hanoi Overall Development Plan until 2045 with a vision towards 2065.

In addition, the plan proposes management regulations to guide detailed planning and provide a legal basis for authorities to manage construction in accordance with the zoning plan.

The zoning plan consists of five main components. The general land-use layout must adhere to the planning and architectural indicators consistent with the orientation of the overall master plan of Hanoi until 2045 with a vision towards 2065 as approved by the Prime Minister.

Key architectural planning indicators include a maximum gross construction density of 30%, building heights ranging from one to eight stories, and some key buildings along Tay Thang Long Avenue and the central park area that could reach up to 25 stories. The zoning plan also sets specific land-use criteria for each planning area to ensure controlled development.

The park covers 199.03 hectares and includes land designated for high-tech activities, services, healthcare, training and research, education, public green spaces, specialized green areas, housing for experts and workers, other technical infrastructure, urban parking lots, water surfaces (lakes), and roads.

Regarding the organization of urban landscape and architectural space, the plan focuses on harmoniously connecting the planned landscape with existing residential areas, investment projects, and the surrounding environment.

The main spatial axis is the north-south corridor along Tay Thang Long Avenue. This axis connects the functional high-tech areas with the central park and commercial service area in the south.

The key area of the zoning plan is the high-tech zone in the northern and northwestern sections, organized around a central lake, landscape parks, and sports facilities. Green parks, water surfaces, and internal roads will be interspersed throughout the zone.

A highlight of the area is the southern commercial and service center, bordering Tay Thang Long Avenue, which will create a green space and improve the local microclimate.

The commercial and service buildings will have modern designs with high-end standards. Educational and research areas will be located in the southeast, while medical facilities and high-tech research centers will be situated in the east.

Open spaces will be created through green parks and internal roads that connect to the main north-south corridor and urban open spaces along the zonal roads. The zoning map is illustrative and serves as a guideline for organizing architecture and landscape.

Detailed layouts and building shapes will be specified at the detailed planning and investment project stages.

When designing the buildings, attention must be paid to organizing green spaces, gardens, internal roads, traffic flow, turning radii, lighting, fire prevention and fighting, sanitation, and other technical systems.

All must comply with Vietnam's national planning standards, specialized design codes, and other relevant regulations. Buildings should follow green architecture principles and feature modern, distinctive designs to improve the urban environment.

Regarding technical infrastructure, the plan includes transport, site preparation, water supply, energy, lighting, passive telecommunications, wastewater drainage, solid waste management, cemeteries, and underground urban space.

Investment phases should include detailed planning, integrated investment projects, and phased implementation to meet the project's development needs.

Construction must ensure complete and synchronized technical and social infrastructure, including connectivity for roads, electricity, water supply, drainage, and key technical works to meet essential needs.

Management of urban planning, land use, and construction must comply with the zoning plan and the "Management Regulations for the 1:2000 Hanoi Biotech High-Tech Park Zoning Plan" attached to the planning documents. Adjustments, changes, and supplements must follow legal procedures.

The Hanoi People's Committee assigned the Department of Planning and Architecture to verify and certify the plan's documentation and drawings, ensuring they match the city's approval decision.

The Bac Tu Liem District People's Committee will work with the Department of Planning and Architecture and the Hanoi Institute of Construction Planning to publicly announce the approved zoning plan so that relevant organizations and the public can access it.

The Chief Inspector of the Department of Construction, the Chairman of Bac Tu Liem District People's Committee, the Chairpersons of Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong, and Co Nhue 2 wards, and the Management Board of High-Tech and Industrial Parks are responsible for monitoring construction in line with the plan and handling violations according to their authority.

The Hanoi Departments of Finance, Agriculture and Environment, Construction, the Hanoi Management Board of High-Tech and Industrial Parks, and relevant agencies are responsible for verifying content, guiding investors through project investment, architectural planning, and land management procedures.

The Hanoi Department of Agriculture and Environment will coordinate with the Bac Tu Liem District People's Committee, the ward authorities, and the Hanoi Management Board of High-Tech and Industrial Parks to verify land boundaries, landmarks, and parcel sizes on site.

Project investors must follow the approved zoning plan and coordinate with relevant departments and agencies for guidance on investment, planning, land management, and financial obligations according to State and City regulations.
