The plan aims to specify tasks and solutions for executing the project, as outlined in Decision No. 319/QD-UBND dated January 17, 2025, by the People's Committee. It serves as a foundation for relevant agencies, units, localities, and businesses to organize implementation, enhance management and coordination, and develop digital infrastructure in a synchronized and efficient manner, ensuring the achievement of set objectives.

Key Tasks
A temporary regulation will be issued to manage, operate, exploit, and use the centralized surveillance camera system in the city. The surveillance camera system will be expanded at key security and public order locations. The command center will be upgraded, and surveillance cameras for traffic management and law enforcement will be installed for the Traffic Police Department and the City Police. The second phase of upgrading the traffic control center and peripheral equipment will be carried out.
A citywide Traffic Management and Operations Center will be established and put into operation, incorporating an intelligent traffic management division. Surveillance cameras funded by various municipal departments, agencies, and district-level People's Committees will be installed. Training programs will be organized to enhance information technology expertise for law enforcement officers and civil servants, integrating Industry 4.0 advancements into security and crime prevention efforts.
Research and proposals will be developed for city-level scientific and technological initiatives, particularly in applying artificial intelligence (AI) to process camera data and images for state management across various sectors, in line with technological advancements.
Municipal departments, agencies, and district-level People's Committees will oversee and implement tasks as assigned in the plan. District-level People's Committees, as well as ward and commune authorities, will fulfill their responsibilities in accordance with decentralized state management regulations. They will also seek input from the Department of Science and Technology and the City Police on camera placement and technological solutions before implementation.
The People's Committee has assigned the Department of Science and Technology to coordinate with the Hanoi Police and other relevant departments to provide guidance, inspection, and supervision of the plan's implementation. By November 30 each year, they must report the results to the People's Committee as required.
The People's Committee mandates that the project be implemented comprehensively, avoiding redundancy and waste while ensuring cybersecurity and data protection. Clear responsibilities must be established for departments, agencies, and district-level People's Committees in executing the project.
