Hanoi advances development of traditional Vietnamese medicine in new phase

The city will enhance state management effectiveness and comprehensively develop traditional medicine across medical examination and treatment, training, research, production, preservation and development of medicinal herbs and integration with modern medicine.
Vice Chairman of the Hanoi People's Committee Vu Thu Ha has signed Plan No. 340/KH-UBND dated December 15, 2025 to implement Prime Minister's Directive No. 25/CT-TTg dated September 15, 2025 on advancing traditional Vietnamese medicine in the new phase. The plan aims to concretize and effectively implement Directive No. 25/CT-TTg in conjunction with Conclusion No. 86-KL/TW, Decision No. 1280/QD-TTg and Politburo Resolution No. 72-NQ/TW dated September 9, 2025 on breakthrough solutions to strengthen protection, care and improvement of public health. The city will enhance state management effectiveness and comprehensively develop traditional medicine across medical examination and treatment, training, research, production, preservation and development of medicinal herbs and integration with modern medicine. The plan mobilizes and effectively leverages social resources, encourages enterprises, organizations and individuals to participate in research, investment, production, cultivation of medicinal herbs, development of medical tourism and traditional medicine-based healthcare services. The city aims to make traditional medicine a meaningful contributor to economic growth, health tourism development and livelihoods, especially in rural areas and ethnic minority and mountainous regions. Tasks and solutions - Disseminate and thoroughly communicate Directive No. 25/CT-TTg, Conclusion No. 86-KL/TW and related documents, translate them into concrete action plans and programs for each department and locality, and emphasize leadership accountability.
- Review and propose mechanisms and policies to develop traditional medicine, strengthen inspection and strictly handle violations in practice, advertising, production and trading of medicinal herbs and traditional medicines, and ensure safety, quality and legal compliance.
- Invest in and upgrade facilities and equipment for hospitals, traditional medicine departments and commune and ward health stations, and consolidate grassroots traditional medicine networks.
Expand integrated traditional and modern medicine models in treatment, rehabilitation and community healthcare, encourage enterprises and social organizations to invest in traditional medicine services linked to medical tourism and convalescence. - Plan and develop medicinal herb cultivation, harvesting and processing areas, form value chains from research to production and consumption, and apply GACP-WHO standards and traceability technologies.
Strengthen quality control, prevent counterfeit and unclear-origin imports and coordinate closely among sectors and localities in management, trade and conservation of precious medicinal resources. - Strengthen training and professional development for physicians, traditional practitioners and staff, encourage integrated training between traditional and modern medicine.
Promote research and application of science and technology in pharmaceuticals and health supplements, and enhance international cooperation and technology transfer. - Build digital databases on traditional medicine, medicinal plants, remedies, herbs, renowned physicians and practice facilities in the city, and connect them with national databases.
Apply information technology to management, supervision, licensing and transparency in medical practice and medicinal trade, and develop teleconsultation and remote treatment platforms using traditional medicine. - Consolidate organizational structures and improve performance of traditional medicine associations at all levels, and strengthen their core role in preserving, inheriting and developing traditional medical knowledge.
Coordinate with the health sector and mass organizations in communication, guidance and public education to promote safe and effective use of Vietnamese medicinal plants and traditional healthcare methods. - Diversify communication methods and integrate traditional medicine content into cultural, health, education and grassroots media programs, and encourage households to preserve, grow and use Vietnamese medicinal plants.
- Allocate local budgets while mobilizing socialized resources, public–private partnerships and international projects to invest in traditional medicine development, and prioritize funding for infrastructure, training, research, technology transfer and medicinal regions.
Encourage enterprises to join value chains for production, distribution and export of traditional medicine products linked to local economic development. - Regularly monitor, inspect and supervise implementation of Directive No. 25/CT-TTg, conduct reviews and commend outstanding collectives and individuals.
