Under the dispatch, the People's Committee requests the Directors of the Departments of Home Affairs, Finance, Agriculture and Environment, and the People's Committees of wards and communes to carry out several tasks as follows.
1. Department of Agriculture and Environment
The department will work with ward and commune authorities and environmental sanitation contractors to compile and allocate the workload of sanitation services in each ward and commune based on existing contracts and hand over the full management of these services to local authorities. This will follow the grouping of wards and communes previously covered under 30 sanitation service packages across 30 districts and towns.
The department will coordinate with the Department of Home Affairs, the Department of Finance, relevant local authorities with forest land, and other units to implement the plan to transfer forest management and protection duties at the Wildlife Rescue Center to commune-level People's Committees.
The Director of the Hanoi Wildlife Rescue Center will prepare a full inventory of assigned staffing, current personnel, operating funds, forestry facilities, forest-fire prevention structures, equipment, office buildings, records, documents, and any related debts for handover to the receiving commune authorities.
All tasks under this section must be completed before November 25, 2025.
2. Department of Home Affairs
The department will coordinate, guide, appraise, and implement the plan, once approved, to transfer the functions, duties, and personnel responsible for forest management and protection at the Hanoi Wildlife Rescue Center to relevant commune-level authorities to ensure uninterrupted forest management operations.
3. Department of Finance
The department will advise the city to issue a decision transferring the investor role for 30 sanitation service packages from the Department of Agriculture and Environment to 126 ward and commune People's Committees as a basis for handover.
It will guide the Department of Agriculture and Environment and local authorities on the handover of assets, finances, forestry facilities, forest-fire prevention structures, office buildings, land, and other physical infrastructure before November 25, 2025 so that handover can be completed by November 30, 2025. Local authorities will then begin implementing their decentralized responsibilities from December 1, 2025.
4. Ward and commune People's Committees
Local authorities must assign focal staff to receive tasks, records, and documents and send the list to the Department of Agriculture and Environment before November 25, 2025.
They will receive all documents related to the 2025 sanitation service packages transferred by the Department of Agriculture and Environment and review and sign service contracts with current contractors from December 1, 2025 through December 31, 2025, based on the terms of existing contracts.
They will receive all documents related to the sanitation workload for the 2026 to 2030 period prepared by the Department of Agriculture and Environment. After the handover on December 1, 2025, they will prepare progress plans and complete contractor selection procedures following regulations before December 31, 2025.
Local authorities will review their staffing to balance the intake of personnel previously recruited by the Department of Agriculture and Environment.
They must carry out all responsibilities assigned under decentralization and proactively coordinate with relevant departments and units to ensure uninterrupted state-management functions from December 1, 2025.
