The dispatch states that to ensure an effective and high quality review and cleansing of vehicle registration and driver's license data and to strengthen digital governance and public services, which will support comprehensive digital transformation in traffic safety management and contribute to building a digital government and smart city, the city issues the following instructions.
The Public Administration Service Center of Hanoi will lead the technological component and work closely with the city police, which will lead on professional operations and data, and with relevant agencies to quickly build and deploy a technological solution on the iHanoi platform.
The solution will collect and update citizen data for declarations on vehicle owners, users and vehicles and will apply digital tools and existing databases to review, compare, standardize and clean driver's license and vehicle documentation data, replacing manual processes and saving time, labor and cost.
The city police will implement a sixty day inspection and data cleansing campaign for vehicle registration and driver's license information from November 12, 2025 to December 30, 2025 based on the instructions of the Ministry of Public Security and its specialized departments. The police will work with departments, agencies and communal and ward authorities to ensure timely and effective implementation.
Departments, agencies, commune and ward authorities and Hanoi Radio and Television will strengthen communication and guide residents, businesses and organizations on the benefits, features and utilities of the iHanoi application and on how to install the app, create accounts on the Digital Citizen platform and make declarations on vehicle registration and driver's licenses.
Commune and ward authorities will direct neighborhood groups and local security forces to regularly monitor and review cases where residents have not installed iHanoi or have not submitted the required information.
Hanoi Radio and Television will increase airtime and provide regular coverage on the technological application and the comprehensive review and cleansing of vehicle registration and driver's license data.
The Vietnam Fatherland Front Committee of Hanoi is requested to direct its member organizations to work with the city police, commune and ward authorities and community digital transformation teams to inform, guide and support residents, businesses and organizations in declaring and updating information on vehicle owners, users and vehicles on the Digital Citizen iHanoi application.
