To ensure that 100 percent of facilities under fire prevention and rescue management complete information declaration and updates as required by the Ministry of Public Security, the city requests the following actions.

First, agencies must deploy strong and coordinated measures and mobilize political and social organizations to focus on communication, guidance, inspection and urging facilities to declare and update information fully and accurately. Information must meet the requirements of being correct, sufficient, clean and active.
Second, the Hanoi Police Department must strengthen guidance, inspection and supervision to ensure that 100 percent of facilities listed in Appendix II of Government Decree No. 105/2025/ND-CP complete information declaration and updates for the National Database on Fire Prevention, Fighting and Rescue.
District and commune police must advise local authorities to step up communication, guidance, inspection and urging to ensure 100 percent of facilities under commune-level management complete information updates.
Third, the Department of Science and Technology and the Department of Culture and Sports must work with the city police and relevant units to increase communication on social media and mass media.
They must guide residents, businesses and facilities in declaring and updating information and installing fire alarm transmission devices as required by law. They must also publicize the functions and benefits of automatic fire alarm systems to encourage widespread installation in facilities, homes and mixed residential and business properties to support early detection and first-response efforts.
Fourth, departments and sectoral agencies must direct their units to declare and update information for all agencies, offices and facilities under their management on the Ministry of Public Security's data management software. Facility heads are responsible for the accuracy of the information reported.
Fifth, commune and ward authorities must strengthen guidance, inspection and supervision to ensure that 100 percent of facilities under their fire prevention and rescue management complete information declaration and updates for the National Database.
They must guide facilities to install fire alarm transmission devices connected to the Ministry of Public Security's fire prevention and rescue database and install automatic fire alarm systems where required, including for facilities and residential properties that are not legally required but face high fire risks.
Community digital transformation teams must support information collection, guidance and compliance and assist facility owners in declaring and updating information on the fire prevention and rescue database software.
