At the conference, Colonel Bui Nhat Quang, Chief of the Office of Hanoi City Police, presented a summary report on the security and public order situation in the capital during the Lunar New Year holiday of Binh Ngo 2026.
Accordingly, the municipal Department of Public Security strictly implemented directives from the Central Public Security Party Committee, leaders of the Ministry of Public Security, the Hanoi Party Committee and the Hanoi People's Committee on ensuring political security and social order during the Lunar New Year across the capital. The force proactively developed and carried out plans to safeguard security and order before, during and after the Lunar New Year holiday.
On Lunar New Year's Eve, 100 percent of officers and soldiers from professional units and commune-level police were on duty, increasing patrols and controls in key areas and critical targets. Absolute security and safety were ensured for activities of Party, State and city leaders, fireworks display sites and crowded public entertainment venues and religious establishments. These measures aimed to proactively prevent and combat street crime and other violations of the law.

In addition, commune-level police units coordinated with local departments and agencies to closely review their areas and promptly advise local Party committees and authorities to support disadvantaged residents during the holiday. The goal was to ensure that every person and every household enjoyed the Lunar New Year in practical and meaningful ways.
Across the city, road traffic accidents dropped sharply in all three criteria, with 11 cases resulting in six deaths and 11 injuries. Compared with the Lunar New Year of At Ty 2025, this marked a decrease of 13 cases, 10 deaths and four injuries. One level-II fire, 28 level-I fires and 64 incidents not classified as fires were recorded, with no casualties. Compared with the same period of the Lunar New Year of At Ty 2025, level-II fires decreased by three cases and level-I fires by 26 cases.
Regarding urban order, in an effort to tackle long-standing bottlenecks in urban management under the spirit of “working through Tet with no days off,” the municipal Department of Public Security instructed its units to advise local Party committees and authorities to reinforce forces maintaining urban order, particularly from the 29th day of the Lunar New Year through New Year’s Eve. The goal was to prevent urban disorder and traffic congestion.
Inspection and supervision of ward and commune police in maintaining urban and public order were carried out closely and continuously throughout the holiday.

Overview of the conference
Overall, urban and public order continued to improve during the Lunar New Year holiday, with pre-holiday gains maintained and further reinforced.
Residents and business households gradually developed stronger compliance habits. Notably, illegal vehicle parking and sidewalk encroachment for unauthorized trading at crowded locations, including communal houses, temples, pagodas, religious establishments, spring flower markets and the Hoan Kiem Lake area, declined significantly compared with the same period last year.
Speaking at the conference, Lieutenant General Nguyen Thanh Tung, Director of the municipal Department of Public Security, acknowledged and highly appreciated the sense of responsibility, dedication and efforts of officers and soldiers across the force.
He said their contributions helped maintain security and order and enabled residents of the capital to celebrate the Lunar New Year of Binh Ngo 2026 in safety and peace.
“While enjoying the new spring, the force must not forget its duties,” Tung stressed.
He requested police units to continue deploying forces and implementing plans in a synchronized manner to ensure security and order after the Lunar New Year, absolutely safeguard key targets and early-year festivals, and strictly carry out plans to protect the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term.
Units were instructed to decisively launch peak campaigns to crack down on crime, while focusing on key first-quarter tasks to ensure progress targets for 2026 are met.
They must proactively prevent any post-Tet rise in crime, particularly theft, snatching and street crime in public areas, festivals, bus and railway stations, and airports.
Strict handling of violations related to urban order, illegal parking lots and touting must continue. Patrols and controls are to be intensified to ensure traffic safety and prevent prolonged congestion at gateway routes and festival venues.
At the same time, heads of units must require officers and soldiers to strictly comply with regulations, discipline and traffic laws and enhance responsibility to avoid delays in administrative procedures.
In parallel, units were urged to continue advising on effective solutions to the city’s persistent bottlenecks, particularly traffic congestion and urban order, while maintaining a resolute and substantive approach beyond peak campaigns.
Efforts to prevent illegal street racing must be intensified, with strict enforcement against reckless driving, weapon possession, alcohol-related violations and drug use.
Communication and inspections on fire prevention and firefighting safety at production and business facilities, apartment buildings and densely populated areas are to be strengthened. Firefighting and rescue forces, along with necessary equipment, must remain on constant standby.
The force will continue to promote the application of science and technology and digital transformation, ensuring all assigned tasks are completed on schedule and effectively advising on the implementation of the Hanoi Smart City Project. These efforts will contribute to the successful fulfillment of public security tasks in 2026 from the very first days of the new spring.
Building on the results achieved during the Lunar New Year of Binh Ngo 2026, Lieutenant General Nguyen Thanh Tung called on the entire Hanoi Police force to uphold a strong sense of responsibility, proactiveness and determination, remain close to the ground and avoid being caught off guard in any situation.
He urged every officer and soldier to immediately resume work with renewed momentum and firm resolve, translate determination into practical and effective action, strictly observe discipline and order, and continue fostering the image of the capital’s police officers as courageous, humane and devoted to serving the people.
