At the meeting, Lieutenant Colonel Nguyen Ba Ngu, Deputy Head of the Hanoi Public Security Department's Advisory Division, says that under the direction of the Party Committee and Board of Directors of the Hanoi Public Security Department, the Advisory Division proactively advises and synchronously deploys digital transformation across the entire force with key tasks, solutions and a structured roadmap, achieving several positive results.
These outcomes effectively support police operations and demonstrate strong determination to implement Politburo Resolution No. 12 on “promoting building of the People’s Public Security force that is truly clean, strong, disciplined, elite and modern, meeting task requirements in the new situation.”

To ensure that digital transformation models and solutions within the People’s Public Security force are disseminated and operate effectively, Ngu proposes that the Working Group of Steering Committee 57 of Hanoi Police focus on exchanging and sharing practical experience gained during the implementation of digital transformation across the force.
He also suggests clarifying and addressing issues of concern raised by the Thanh Hoa Provincial Police delegation, thereby contributing to a more synchronous and effective digital transformation process in the coming period.
Responding at the meeting, Khoa, Deputy Head of the Advisory Department of Thanh Hoa Provincial Department of Public Security, expresses appreciation and high evaluation of results and practical experience achieved by Hanoi Police in digital transformation.
He states that Thanh Hoa Provincial Police hopes Hanoi Police will continue to provide more specific and in-depth exchanges on organizational models, implementation methods and roadmaps for digital transformation projects in ensuring security and order, enabling Thanh Hoa Police to study and apply them in line with local conditions to improve operational effectiveness.

Within the program, the Thanh Hoa Police delegation exchanges the experience of Hanoi Police, focusing on two key groups of issues.
First, the delegation discusses experience in advising the municipal Party Committee and municipal People’s Committee on leadership and direction of digital transformation.
The delegation focuses on understanding roles and division of responsibilities among functional departments in advising the Director of the Hanoi Department of Public Security to propose leadership and direction to the municipal Party Committee and municipal People’s Committee, thereby affirming the “leading role” of the police force.
The exchange also covers coordination mechanisms and roles of units under Hanoi Department of Public Security in urging and promoting digital transformation across the city, experience in formulating and implementing digital transformation projects, and scale, management and operation of Hanoi City Data Center, clarifying roles and tasks of Hanoi Police.

In addition, the delegation shows interest in Hanoi Police experience in training and fostering information security and network administration human resources for departments and agencies, as well as methods of participating in the development and implementation of digital transformation projects involving the police force.
Second, the delegation concentrates on experience in advising the Party Committee and leadership of Hanoi Department of Public Security in directing digital transformation within the force.
Discussions focus on advisory work, guidance, inspection, monitoring and supervision of digital transformation task implementation, as well as the organization of tasks and projects, particularly project formulation and management across the force.
They also cover scientific and technological research and development, the establishment and operation of the Hanoi Police Data Center, allocation, training and development of human resources serving digital transformation at units, and experience in deploying, managing and effectively using document management and administration software throughout the force.

Through exchanges and experience sharing, the two units agreed to further strengthen coordination and share effective models and approaches, contributing to the promotion of digital transformation within the People’s Public Security force in a more synchronized, substantive, and effective manner.
