Program 06-CTr/TU is one of 10 key programs initiated by the 17th Hanoi Party Committee, with 18 targets and three main tasks. The program has had positive impacts on people's lives, and gained strong public support.
Each year, all 18 targets are met, reflecting the commitment of the entire political system from the city level to local communities.
Hanoi prioritized policy development for cultural growth, introducing 31 specialized resolutions. Many agencies adapted these policies to local needs with innovative and effective models.
As the host of major national and international cultural and political events, Hanoi left a lasting impression. Notable achievements included the successful opening and closing ceremonies of the 31st Southeast Asian Games (SEA Games 31). Hanoi's athletes contributed significantly to Vietnam's overall success at SEA Games 31 in Hanoi and SEA Games 32 in Cambodia.
Hanoi received prestigious awards, including "Vietnam's Leading Cultural Destination", "Asia's Leading City Destination 2024", and "Asia's Best Short-Stay City Destination 2024". These honors were awarded by the World Travel Awards for three consecutive years (2022-2024), among other recognitions.
The city's cultural planning and governance improved, strengthening legal frameworks and attracting greater social investment in cultural activities. Hanoi led Vietnam in documenting and preserving intangible cultural heritage, enhancing its thousand-year-old cultural identity. The city also invested in renovating historical and cultural sites.
Cultural and artistic activities flourished, with diverse creative works enriching the public's cultural experience. Hanoi also strengthened cultural cooperation with local and international partners.
Education quality remained high, with Hanoi students consistently leading in national competitions. In 2024, 264 students won national academic awards, and Hanoi students earned 144 medals in international competitions. Hanoi also ranked first nationwide in labor training, reflecting its strong vocational education programs.

At the conference, 30 organizations and 30 individuals were honored for their outstanding contributions to Program 06-CTr/TU.
Permanent Vice Secretary of the Hanoi Party Committee Nguyen Van Phong said that the program builds on previous cultural and human development initiatives.
It provides a comprehensive system of policies, political directives, and resources, he said.
He said that the program's achievements have strengthened Hanoi's reputation, particularly in hosting major international events.
Cultural initiatives have inspired creativity among artists, craft villages, and especially young people, Phong said.
The program's guiding principles have been integrated into Hanoi's urban planning philosophy, ensuring culture remains at the heart of development efforts, the vice secretary said.
It is necessary to involve the public in cultural preservation and promote digital transformation in education and cultural management, including digitizing heritage sites, he added.
Phong said that Hanoi is entering a period of major administrative restructuring and digital transformation.
He urged local authorities to embed cultural values into new administrative frameworks and development plans.
"We must accelerate digital transformation in culture, education, and human resource development. We should enhance international cooperation and learn from other cities to enrich and modernize Hanoi's cultural heritage," he said.
"By doing so, we will make culture a new driving force for the development of a prosperous, civilized, and modern Hanoi – a city that brings happiness to its people and attracts visitors from around the world."
