Overview of the working session between Supervisory Team No. 10 of the Hanoi Party Committee and he Party Committee of Tung Thien Ward.
On December 4, Supervisory Team No. 10 of the Hanoi Party Committee, led by Standing Vice Chairman of the Hanoi People's Council Tran The Cuong, held a working session with the Party Committee of Tung Thien Ward to review leadership, implementation and oversight of several urgent thematic tasks tied to the 2025 year-end evaluation.
Reporting to the team, Vice Secretary of the Ward Party Committee and Chairman of the Ward People's Committee Nguyen Viet Dat said Tung Thien covers 32.34 square kilometers and has more than 42,000 residents.
The ward has 59 Party organizations with over 3,100 Party members; the Ward People's Council has 57 deputies, and the Ward People's Committee has 10 members. Tung Thien has focused on completing several major tasks in late 2025.
The ward emphasized administrative reform, with over 95% of applications processed on time and online submissions reaching 76.6%. Digital transformation remains a key breakthrough.
Local authorities held more than 113 outreach meetings, established 31 community digital-technology teams and accelerated data cleansing for population records, social welfare, children, civil servants and religious facilities.
However, progress remains limited by staffing shortages, outdated facilities and several software systems that do not connect with each other.
Regarding public investment disbursement, the ward received nearly VND398 billion in 2025 to implement 18 projects. By the end of November 2025, the disbursement rate reached 65%, and full-year disbursement is expected to approach 100%.
The ward concentrated on key projects, including upgrading Provincial Roads 413 and 414, Dam Duong, Trung Son Tram Kindergarten, the clean-water supply project, and other infrastructure works.
In socioeconomic development, trade and services continued to grow, agriculture shifted toward high-quality production, budget revenue exceeded targets, social welfare remained ensured, the ward eliminated all poor households, education and healthcare stayed stable, public security remained strong, and cultural and sports activities were vibrant.

During the session, supervisory-team members raised several issues that the Tung Thien Ward Party Committee must clarify.
These include ensuring social welfare, planning safe-vegetable zones and a wholesale market, building a shared data system and applying AI to manage and trace food origins, and improving land-use auction practices.
The team also requested that Tung Thien quickly address environmental pollution affecting neighborhoods near the Xuan Son landfill, flooding during the rainy season, and the need to complete in-field irrigation systems.
Local authorities must also reorganize livestock and poultry slaughtering facilities to prevent pollution.
The ward should strengthen communication on compensation and site-clearance policies, resolve obstacles to accelerate construction on Roads 413 and 414, and improve public engagement.
Concluding the session, Standing Vice Chairman of the Hanoi People's Council Tran The Cuong commended Tung Thien Ward for its efforts and asked the ward to focus on several priorities.
He requested the ward to implement decentralization and delegation properly in connection with digital transformation, accelerate public-investment disbursement and site clearance, implement the planning process for the Xuan Khanh Lake project, and complete a full inventory of public assets.
He also asked Tung Thien to continue improving residents' wellbeing, especially ahead of the Lunar New Year, and to prioritize support for policy-beneficiary families, people with meritorious service and near-poor households.
The supervisory team acknowledged the ward's proposals and recommendations and requested the Ward Party Committee to update and revise its report based on discussions and resubmit it for consolidation.
