On December 7, Supervision Team No. 09 of the Hanoi Party Committee worked with the Standing Board of the Phu Thuong Ward Party Committee on leadership, direction and implementation of key and urgent thematic tasks in late 2025.
The supervision team was led by Bui Huyen Mai, Member of the Hanoi Party Standing Committee and Chairwoman of the Vietnam Fatherland Front of Hanoi.
Reporting at the meeting, Nguyen Quoc Ha, Secretary of the Phu Thuong Ward Party Committee and Chairman of the Ward People's Council, said ward budget revenue in 2025 is estimated at VND34.8 billion (US$1.3 million), reaching 158% of the target.
Budget expenditure is estimated at VND407.6 billion ($15.5 million), meeting 100% of the annual plan. Average monthly income reached about VND10.5 million ($399) per person and the ward no longer has poor or near-poor households.
From July 1 to November 30, 2025, the ward resolved 5,547 of 5,776 administrative dossiers. About 99.9% of dossiers were processed on time or ahead of schedule. Online submissions increased steadily and digitization exceeded 95%.

Public satisfaction exceeded 80%. All 25 community cultural houses and neighborhood activity centers have full internet connectivity, enabling 100% coverage of online public services.
The ward completed disbursement of VND3.5 billion ($135,780) in extended 2024 capital. As of November 30, 2026, it disbursed VND85.6 billion ($3.2 million) out of VND260.6 billion ($9.9 million), equal to 33% of the public investment plan. The ward expects full disbursement of the 2025 plan.
Nguyen Quoc Ha said two of the city's five landscape corridors run through the ward: the Red River corridor and the Nhat Tan–Noi Bai corridor.
Phu Thuong serves as a core of urban development north of the Red River, linked with the Nam Thang Long Urban Area, one of Hanoi's most modern and well-planned zones.
The ward also hosts the traditional Phu Thuong craft village, famous for ornamental peach growing and Phu Thuong sticky rice.
Accordingly, the ward's public investment priorities focus on resolving pressing public concerns, upgrading social infrastructure, schools, neighborhood facilities, urban renewal and planned road networks.
To address flooding, the ward coordinated with Nam Thang Long Urban Area Development Company to start construction of drainage pipelines and conduits for Phu Thuong Pumping Station, strengthening water drainage capacity for the entire sub-basin.

Regarding environmental sanitation challenges, Nguyen Quoc Ha said rapid urbanization and extensive construction increased waste and construction debris, placing heavy pressure on collection and treatment.
Some roads remain outside regular sanitation service packages, complicating waste management. The An Duong Vuong dyke road lacks residential presence and often becomes a site for illegal dumping and waste burning.
Clarifying solutions, Do Dinh Son, Vice Secretary of the Ward Party Committee and Chairman of the Ward People's Committee, said the ward clearly assigned responsibilities to address public investment disbursement obstacles.
Since July 1, the ward has held weekly coordination meetings to promptly resolve issues. It assigned specific areas to vice chairpersons and Party Standing Board members, holding them accountable for investment disbursement in their respective zones.

The ward plans to develop heritage tourism tours combined with river wharf exploitation along the Red River to boost the local economy.
On environmental pollution and food safety, Ha said food safety remains a top priority. The ward Party Secretary personally inspected production processes at the Phu Thuong sticky rice craft village and linked them with heritage tourism.
"We consider food safety standards decisive. From production to consumption, sticky rice must remain clean and safe," he said.
Acknowledging responsibility for the low disbursement rate, Nguyen Quoc Ha required the project management board to commit to solutions and accept accountability if targets are missed.
To address staffing shortages, the ward plans to sign professional service contracts and request additional labor quotas from the city, especially in information technology.
The ward will also strengthen training to improve digital skills and build a smart operating system to reduce workload and support officials.
Concluding the meeting, Bui Huyen Mai, Member of the Hanoi Party Standing Committee and Chairwoman of the Vietnam Fatherland Front of Hanoi, praised the ward's serious and well-structured reporting, especially the strong linkage among the eight thematic areas.

She also commended the ward's pilot model in information technology application and digital transformation.
She asked the ward to revise its report with stronger self-criticism, clearly assess delayed or incomplete tasks with timelines and assign responsibility for each thematic area.
Mai also required clearer analysis of subjective causes and accountability, particularly of leaders, to ensure thorough corrective action.
The ward must develop a concrete plan to address shortcomings across the eight themes and prioritize actions accordingly.
She urged the Party Standing Board to enhance advisory quality, forecasting and in-depth analysis in reports, with special attention to data accuracy.
For proposals related to decentralization, administrative reform, digital transformation, public investment disbursement, land clearance, staffing and public asset management and pressing public issues such as urban order, traffic safety, environment and food safety, she asked the ward to specify responsibilities for relevant agencies.
Ahead of the upcoming New Year and Lunar New Year, Ha requested the ward prepare plans to care for residents, especially vulnerable groups, demonstrating the strengths of the two-tier local government model.
The ward must also focus on election preparation, ensure timelines and maintain security and order without hotspots related to the election process.
