On January 16, Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc held a working session with the Party Committee of the Hanoi Department of Public Security to review several urgent and priority tasks.

On January 16, Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc held a working session with the Party Committee of the Hanoi Department of Public Security to review several urgent and priority tasks.

Attending the meeting were Party Central Committee member, Vice Party Secretary and Chairman of the Hanoi People's Committee Vu Dai Thang.

Members of the Standing Committee of the Hanoi Party Committee including Head of the Hanoi Party Committee's Inspection Commission Do Anh Tuan, Head of the Hanoi Party Committee's Organization Commission Ha Minh Hai, Head of the Hanoi Party Committee's Commission for Publicity, Education and Mass Mobilization Nguyen Doan Toan, Head of the Hanoi Party Committee's Internal Affairs Commission Tran Dinh Canh and Lieutenant General Nguyen Thanh Tung, Director of the Hanoi Department of Public Security also attended the meeting.

Absolute security and safety for socio-economic development and foreign affairs guaranteed

According to Lieutenant General Nguyen Thanh Tung, the Hanoi Department of Public Security is focusing leadership and direction on synchronously implementing plans and measures to ensure absolute security and safety.

These efforts contribute to the success of the 14th National Party Congress, the election of National Assembly deputies and Hanoi People's Council deputies for the 2026–2031 term, the 2026 Lunar New Year and spring festivals across the city.

The Hanoi Department of Public Security also continues to lead by example in digital transformation, providing guidance and policy advice to help build a development space for socio-economic growth and better services for residents and businesses.

The department is assigned to lead the development of the Smart City Project. To date, it has completed the third draft, shaping a smart city model with distinct characteristics tailored to Hanoi's realities.

The department is effectively operating an AI-powered traffic surveillance camera system across the capital, helping ensure traffic safety, urban order and environmental sanitation.

Police forces are actively coordinating with functional agencies and local authorities to address two major bottlenecks, which are traffic congestion and urban order, while safeguarding the city's appearance.

The department has assigned deputy directors to oversee specific areas and conduct daily and monthly task reviews to ensure thorough resolution of traffic congestion and urban order issues and maintain sustainable results.

Speaking at the meeting, Chairman of the Hanoi People's Committee Vu Dai Thang said the Hanoi Department of Public Security plays a vital role in addressing traffic congestion and maintaining urban order.

He stressed that in the coming period, authorities must sustain existing solutions and resolve related issues thoroughly and effectively to achieve lasting results.

Thang also called on the Hanoi Department of Public Security to coordinate with local authorities to step up communication efforts and community outreach, encouraging residential groups and residents to actively participate in maintaining long-term urban order.

On traffic congestion, alongside ongoing long-term solutions, he urged the police and the city's transport sector to strengthen coordination in traffic regulation, respond promptly and effectively and focus on areas with high traffic density.

Regarding smart city development, Thang requested faster progress on completing the Smart City Project for approval by competent authorities, creating a solid legal basis for implementation.

More proactive and creative short- and long-term solutions to address key bottlenecks

Concluding the meeting, Hanoi Party Secretary Nguyen Duy Ngoc praised and highly valued the contributions of the Hanoi Department of Public Security in maintaining political stability and social order, creating a safe, disciplined environment that effectively supports the city's socio-economic development and foreign affairs.

He affirmed that the police force has helped promote the image of Hanoi as a peaceful, stable, cultured and civilized capital and a safe, attractive destination for investment.

Looking ahead, he called on the Party Committee and the Hanoi Department of Public Security to renew thinking, strengthen responsibility and enhance capacity to proactively and effectively contribute to the city's shared tasks and objectives.

Hanoi Party Secretary Nguyen Duy Ngoc highly values the contributions of the Hanoi police in maintaining political stability and social order for the city.

Emphasizing the department's leading role in resolving two of the city's five major bottlenecks, he instructed the Hanoi Department of Public Security to adopt more proactive and creative approaches to both urgent and long-term solutions for traffic congestion and urban order.

He urged the department to coordinate with the Hanoi Party Committee's Commission for Publicity, Education and Mass Mobilization to strengthen communication and publicly announce automated traffic violation enforcement measures so residents understand and comply.

He also required police units to strengthen discipline and awareness so residents can participate in supervision and voluntary compliance, ensuring the two bottlenecks do not worsen and continue improving month by month and year by year.

These efforts aim to build a cultured, civilized, modern and happy capital based on public trust, the Hanoi Party Chief said.

Ngoc also directed the Hanoi Department of Public Security to continue leading the effective implementation of Politburo Resolution 57-NQ/TW, focusing on building and leading the implementation of the Hanoi Smart City Development Project with a long-term vision.

He said Hanoi must serve as a pioneering and exemplary model in smart city development, offering lessons for other localities in managing modern, sustainable, people-centered urban growth based on data and real-time information.

In the immediate term, Ngoc called for thorough resolution of existing urban issues through smart traffic systems, congestion reduction, urban order enforcement and smart security based on effective deployment of centralized AI-integrated surveillance cameras, security alerts, emergency response and risk analysis.

He stressed that implementation must follow a four-layer architecture of infrastructure, data, platforms and services.

Data represents the most valuable asset and must undergo standardization and digitization through a shared data system under strict management, ensuring all decisions rely on data, the Hanoi Party Chief said.

He emphasized that this critical work must follow principles of synchronization, modernization, high security and waste prevention.

Ngoc also instructed the Hanoi Department of Public Security to deploy comprehensive solutions to ensure absolute security and safety in all situations, especially during major national events such as the 14th National Party Congress, the 2026 Lunar New Year and the elections of National Assembly and Hanoi People's Council deputies for the 2026–2031 term.

Calling these tasks matters of political honor and responsibility, he demanded proactive situational awareness from early and distant stages, preventing passivity or surprise and maintaining political stability and social order under all conditions.

Security must remain at the highest level, with no room for even the smallest error, the Hanoi Party Secretary stressed.

Affirming that the Party organization and people of the capital take pride in the Hanoi Department of Public Security, Ngoc urged the force to continue building a disciplined, professional and culturally strong "Hanoi Department of Public Security" brand.
