The 18th Hanoi Party Committee Executive Board on December 13 held a conference to review and discuss the investment policy for the Olympic Sports Urban Area project in southern Hanoi and the investment policy for the Red River Landscape Boulevard project.
Opening the conference, Hanoi Party Secretary Nguyen Duy Ngoc said it takes place as the entire Party organization accelerated implementation of the 18th Hanoi Party Congress Resolution, key Politburo resolutions, and General Secretary To Lam's directives, linked with institutional reform and completion of Hanoi's 100-year development vision.
He said the Executive Board would discuss and provide opinions on the two investment policies at the conference.
Ngoc emphasized that these projects hold special importance for Hanoi, the Red River Delta, and the country.
They aim to create the "Red River miracle", support GRDP growth of over 11% in 2026 and throughout the 2026–2030 term, and shape a new image of Hanoi as a creative, green, smart, and globally connected megacity with strong identity.
He noted that after Politburo approval, the National Assembly passed Resolution No. 258/2025/QH15 on December 12, 2025, piloting special mechanisms for major projects in Hanoi.
These decisions provide critical political and legal foundations for Hanoi to realize its development vision in the new era.
If approved by the Party Committee and People's Council, construction will begin on December 19, 2025, with completion targeted for the 100th anniversary of the Communist Party of Vietnam on February 3, 2030.
Ngoc urged delegates to focus their intellect, demonstrate responsibility to the Party organization and residents, and contribute opinions on submitted documents.
He also called for unity and determination to overcome challenges and work with the Party Standing Committee to successfully implement these strategic projects, helping realize the 18th Hanoi Party Congress Resolution and contribute to the nation's new era of growth.
