Hanoi Party Secretary Nguyen Duy Ngoc and candidates for the 16th National Assembly from Electoral Unit No.10 meet voters to present their action programs.
On February 27, Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc, together with candidates for the 16th National Assembly from Electoral Unit No. 10, met voters to present their action programs and conduct election campaigning.
The meeting was held in person in Viet Hung Ward and connected online to Long Bien, Bo De and Phuc Loi wards and Gia Lam, Thuan An, Bat Trang and Phu Dong communes.
Electoral Unit No. 10 has five candidates: Hanoi Party Secretary Nguyen Duy Ngoc, member of the Party Central Committee and Standing Vice Minister of Culture, Sports and Tourism Lam Thi Phuong Thanh, Vice Head of Procurement and Investment at Vietnam Airlines Au Thi Thuy Ha, senior specialist at the Hanoi National Assembly Delegation and People's Council Office Nguyen Duc Huan and Colonel Le Nhat Thanh, Vice Director of the Hanoi Department of Internal Security under the Ministry of Public Security and a full-time deputy at the National Assembly's Ethnic Council.
Also attending were Phung Thi Hong Ha, Vice Secretary of the Hanoi Party Committee, Chairwoman of the Hanoi People's Council and Chairwoman of the Hanoi Election Committee, along with senior city leaders.
At the meeting, voters first heard brief biographies of the candidates.
Presenting their action programs, candidates expressed honor at being nominated and pledged to uphold the role of National Assembly deputies by faithfully representing and safeguarding citizens' interests.

They committed to fully performing their responsibilities, actively participating in discussions and decisions on key national issues to ensure policies reflect practical needs.
The candidates also affirmed their commitment to fulfilling assigned duties and complying with Party guidelines, the Constitution and laws.
"As Party Secretary and a National Assembly deputy of Hanoi, if elected, I will work with the city delegation to enhance the quality and effectiveness of the National Assembly's activities, promote its central role in institutionalizing Party policies, ensure people's sovereignty and create a legal foundation for rapid and sustainable national development," Hanoi Party Secretary Ngoc said.
He pledged to innovate working methods, enhance the effectiveness of the city's National Assembly delegation and People's Council and mobilize collective wisdom to implement Party and city resolutions and directives of General Secretary To Lam.
These efforts aim to create socio-economic breakthroughs, elevate culture, healthcare and education and improve residents' quality of life, building Hanoi into a civilized, modern and livable capital.
Voters expressed strong support and praised the candidates' action programs as responsible and closely aligned with practical concerns.
They particularly appreciated Ngoc's focus on a 100-year development vision, including accelerating ring roads, Red River bridges, metro lines and multimodal public transport.
He also proposed comprehensive solutions to address environmental issues, especially air pollution, waste treatment, river and lake restoration, expanding green space and developing social housing, schools, hospitals and high-quality public services.
Candidates responded to voters' concerns and thanked them for their thoughtful feedback.
On institutional reform and capital planning, Ngoc emphasized the need for bold innovation to maximize Hanoi's potential, particularly in Red River urban development.
City leaders have reported to the Politburo on a 100-year vision for Hanoi, which includes agreement on creating a superior institutional framework allowing controlled pilot mechanisms to provide a strong legal foundation.
The city will revise the Capital Law, integrate approved plans and supplement missing content to form a multi-polar, multi-center and multi-layered urban structure.
This includes coordinated use of underground and high-rise space, stronger regional connectivity and improvements in infrastructure and governance capacity to ensure sustainable development.
For the Red River urban corridor, Hanoi will prioritize safety, green space, reasonable density and sustainability.
The planning will be made publicly available for supervision and to attract domestic and international investors in commerce, services, science and technology, health care and education.
Ngoc affirmed that institutional reform, planning adjustments and Red River urban development are key to realizing the 100-year vision and reinforcing Hanoi's role as a national growth engine.
He identified five development bottlenecks: traffic congestion, urban order, flooding, environmental pollution and food safety. Authorities are actively addressing these issues without allowing further complications.
