Hanoi delegates vote to approve the new policy.
On November 27, during the 28th session of the Hanoi People's Council, delegates approved a resolution setting new monthly allowances and daily work compensation for the city's militia and self-defense forces.
The resolution sets monthly allowances for village (or residential-group) militia leaders and daily compensation for militia members.
Commune budgets must fund subscriptions to the Quoc Phong Thu Do (Capital Defense) Newspaper for commune-level military commands and standing militia units.
Under the new rules, monthly allowances for village militia leaders are VND2.34 million (US$89) (equal to one base-salary unit).
Daily compensation for militia members performing assigned tasks, including standing militia, is VND435,000 ($16.5) per person per day.
If a militia member receives an authorized extension of service, their daily compensation increases by 50%.
For missions involving counterterrorism, hostage rescue, crime suppression, crowd-control operations, pandemic control in high-risk zones, or rescue and disaster-response tasks deemed life-threatening, daily compensation increases by 50% based on the existing rate.
The resolution also requires commune budgets to ensure funding for the Quoc Phong Thu Do Newspaper for commune-level military commands and standing militia forces.
On the same day, the Hanoi People's Council approved a resolution revoking Resolution No. 30/2013/NQ-HĐND on the development of Hanoi's defense zone to 2020 and subsequent years and adopted a new resolution on the defense-zone development plan through 2030 and beyond.
