The signing of partnership agreements between Viet Hung Ward and five hospitals in Hanoi.
To improve medical examination and treatment efficiency and enhance public healthcare quality, on January 29 the Viet Hung Ward People's Committee and the Hanoi Department of Health held a conference to sign a professional support and cooperation agreement between city hospitals and the ward health station.
Attending the conference were Director of the Hanoi Department of Health Nguyen Trong Dien, Deputy Director of Hanoi Social Security Nguyen Thi Tam, Party Secretary and Chairman of the Viet Hung Ward People's Council Duong Hoai Nam, Vice Party Secretary and Chairman of the Viet Hung Ward People's Committee Vu Xuan Truong and Standing Party Committee member and Vice Chairwoman of the Viet Hung Ward People's Committee Nguyen Thanh Thuy.
Also present were leaders of the Hanoi Heart Hospital, Hanoi Oncology Hospital, Hanoi Dermatology Hospital, Hanoi Mental Health Hospital, Duc Giang General Hospital, representatives of Hanoi Emergency Center 115, along with leaders and staff of the Viet Hung Ward Health Station and ward professional departments.
Improving medical services from the grassroots healthcare foundation
Reporting at the conference, Dr. Do Thi Thu Ha, Head of the Viet Hung Ward Health Station, said the station has fully performed its assigned functions and tasks and plays a core role in primary healthcare for residents.
The station regularly provides general medical services, periodic health checkups, driver health examinations as regulated, health management and monitoring for residents and effectively implements national health target programs such as disease prevention and control, expanded immunization, non-communicable disease management, population work and community health activities.
In 2025, the ward recorded no disease outbreaks, ensured food safety and managed health records for 14,995 older adults.
As a primary healthcare facility, the Viet Hung Ward Health Station offers about 1,300 technical services across all specialties. Its para-clinical system includes biochemical, hematological and microbiological testing, HIV confirmatory testing, digital X-ray, 4D ultrasound, and ear, nose and throat endoscopy.
The station manages more than 60,000 health insurance cards, including some out-of-network cases receiving primary-level care.
It also assesses drug dependence, provides methadone treatment, conducts health examinations for study and employment purposes, periodic checkups, driver health examinations for all license classes and manages and treats chronic diseases such as hypertension, diabetes, hepatitis B and HIV/AIDS.
In 2025, the station recorded about 55,000 patient visits, including 51,113 at the general clinic and 3,887 at satellite points, with 42,042 covered by health insurance.
The station currently treats and manages about 800 hypertension patients, 1,000 diabetes patients, 511 HIV patients and 267 methadone patients daily. Health insurance coverage in the ward reaches 96.4%.
Based on these results, the Hanoi Department of Health ranked the Viet Hung Ward Health Station first among 126 commune- and ward-level health stations citywide in 2025.
From practice, Dr. Ha proposed piloting a model to improve medical service quality at the ward health station through cooperation and support from city hospitals.
Under the model, in addition to routine services provided by the station, specialist doctors from city hospitals will directly examine, consult and treat patients with complex or unstable chronic diseases or those needing specialized care at scheduled sessions each week.
The station will compile lists of patients requiring long-term management, conduct periodic follow-ups, assess treatment effectiveness and adjust regimens based on guidance from higher-level facilities.
Both sides will also coordinate professional consultations when needed, ensure timely and compliant referrals and receive and monitor patients returning to the community after stabilization at higher levels.
The model emphasizes strengthening grassroots healthcare capacity through training, technology transfer, updated treatment protocols and increased application of information technology and digital transformation in health record management and insured medical services.
Commitments from city hospitals
At the conference, representatives of city hospitals expressed strong agreement with the proposed model and committed to cooperating with and supporting the Viet Hung Ward Health Station.

The Hanoi Heart Hospital will coordinate cardiovascular examinations, management, consultation and treatment, guide appropriate primary-level protocols and support timely referrals.
The Hanoi Dermatology Hospital will support diagnosis and management of common and chronic skin diseases, provide skincare counseling, assist referrals and update treatment protocols.
The Hanoi Oncology Hospital will support examinations, consultation, screening and early detection of common cancers, coordinate referrals and follow up with patients.
The Hanoi Mental Health Hospital will support outpatient examination, management, consultation and treatment of mental disorders at the station and guide suitable primary-level protocols.
Duc Giang General Hospital will provide comprehensive professional support, participate in consultations, guide initial treatment and coordinate two-way referrals.
Specialist clinics will operate under unified plans developed and coordinated by the Viet Hung Ward Health Station based on residents' actual needs.
In his directive remarks, Director of the Hanoi Department of Health Nguyen Trong Dien praised Viet Hung Ward's proactive approach in proposing the cooperation model.
He emphasized that linking with higher-level hospitals will gradually improve the station's professional and management capacity. Grassroots health workers will examine, consult and treat patients alongside specialists, thereby gaining experience, enhancing skills and improving service quality.
He also stressed the need to strengthen community mental healthcare, enhance early detection, counseling and treatment of anxiety disorders, sleep disorders and memory decline at the primary level to help prevent severe mental illnesses.
Chairman of the Viet Hung Ward People's Committee Vu Xuan Truong affirmed that protecting and improving public health remains a core and ongoing task of the ward's Party committee and government.
He said the cooperation signing represents a practical step to implement major Party and State policies on grassroots healthcare development.
He urged the ward health station to proactively work with partner hospitals to develop detailed implementation plans with clear roadmaps and periodic evaluations, while strengthening communication so residents trust and actively use services at the station.

Viet Hung Ward Party Secretary Duong Hoai Nam also emphasized the need for regular reviews and evaluations of cooperation outcomes, timely problem-solving and ensuring the partnership remains deep, practical and sustainable.

The signing marks an important milestone, laying a foundation for effective implementation of the cooperation model and improving medical service quality at the Viet Hung Ward Health Station to better meet residents' healthcare needs in the new period.
