On December 10, Supervision Team No. 13 of the Hanoi Party Standing Committee worked with the Standing Board of the Chuyen My Commune Party Committee to review leadership, direction, and implementation of key and urgent tasks linked to the 2025 performance review.

At the meeting, Nguyen Huu Chi, Vice Secretary of the Chuyen My Party Committee and Chairman of the Commune People's Committee, said that after more than five months of operating under the two-tier local government model, the commune closely followed city guidance, implemented eight thematic programs, and achieved clear results.
In 2025, Chuyen My continued to post solid socio-economic growth while maintaining social welfare. Handicraft production and commercial activities recorded positive gains.
The commune's total production value for the year is estimated at more than VND6.9 trillion (US$262.3 million), up 8.63% year-on-year. Total budget revenue reached VND379.3 billion ($14.4 million), exceeding the estimate by 20%.
During the initial phase of the two-tier local government model, the commune managed staffing allocation and usage in line with regulations, ensuring timely adjustments and stable operations during the transition.
The commune proactively received staffing quotas from the city and reviewed, reorganized, and strengthened personnel according to job positions and the new organizational model.
With strong efforts by officials and civil servants, along with a firm commitment to "taking public satisfaction as the measure of service", the commune implemented 431 administrative procedures, including 82 fully online services and 349 partially online services.

However, the commune still faces significant challenges. The biggest obstacle remains land clearance, a recurring bottleneck that delays project progress due to issues in land valuation, compensation, resettlement mechanisms, lack of consensus among some households, and complex public investment procedures governed by multiple laws.
Fluctuating and sometimes scarce construction material prices have also affected construction schedules, forcing contractors to adjust plans or renegotiate contracts.
Despite these challenges, the commune achieved important results. The 2025 public investment plan totals more than VND514 billion ($19.5 million) for 101 projects.
By the end of November 2025, disbursement reached VND194.6 billion ($7.4 million), equivalent to 38% of the plan. The commune expects disbursement to reach nearly 79% by the end of December 2025 and aims to exceed 94% by the end of January 2026.
The commune managed and disbursed both city-level funds and budget support funds in line with regulations, ensuring transparency and accountability. For funds carried over from 2024 to 2025, disbursement reached 52%, with continued efforts to meet annual targets.
At the meeting, the commune's authorities proposed the city to further review and improve compensation and land clearance mechanisms to better reflect real conditions, and to issue unified guidance on investment procedures to shorten project preparation time.
The authorities also asked for additional resources for land clearance, faster land valuation approval, and early allocation of capital for urgent projects.
The commune leaders called on city departments to continue providing professional support and addressing emerging difficulties to help the commune meet disbursement targets and infrastructure development goals.
Members of the supervision team shared views and suggestions to help the Standing Board of the Commune Party Committee resolve obstacles, address shortcomings, and fulfill assigned tasks.

Speaking at the meeting, Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu praised the commune's efforts and achievements during the initial operation of the two-tier local government model.
He urged the Standing Board of the Commune Party Committee to maintain proactive leadership and focus resources on removing bottlenecks.
"The commune should clearly identify its potential and advantages, develop effective solutions such as leveraging craft village strengths to expand the economy and tourism, and conduct thorough area assessments to shape planning priorities, with particular attention to urban transport planning," said Luu.
Local authorities should also prioritize solutions to address craft village environmental issues, develop an economic growth plan, and strive to meet targets for Party building and socio-economic development during the 2025–2030 period.
