Hanoi Vice Chairman Truong Viet Dung arrived early at Polling Station No. 8, Electoral Unit No. 3 in Hoan Kiem Ward to attend the opening ceremony and was among the first to cast his ballot.

Nguyen Thi Ha, head of Election Team No. 8, said Polling Station No. 8 under Electoral Unit No. 3 includes 2,226 voters from Residential Groups Dong Xuan 1, Dong Xuan 2 and Dong Xuan 9 in Hoan Kiem Ward. Election preparations had been carried out carefully for several days. Plans for security, voter guidance and ballot procedures were implemented strictly to ensure the election proceeds democratically, safely and in accordance with the law.

At 6:45 a.m., the flag salute ceremony was held solemnly with the participation of election team members and local voters.
Speaking at the opening ceremony, Ha pledged that the election at the polling station would be conducted in strict compliance with the law, ensuring proper procedures while creating the most convenient conditions for voters to exercise their voting rights.

After the flag ceremony, the organizing committee explained voting procedures so voters clearly understood the process and could follow it properly. At 7 a.m., voters at Polling Station No. 8 in Electoral Unit No. 3 officially began casting their ballots.
As one of the earliest voters at the polling station, Truong Van Phuong, 85, who lives at 74 Hang Chieu Street in Hoan Kiem Ward, said he was excited to participate in the national election day.
"Today is a nationwide voting day. I woke up early, dressed nicely and walked with my son to the polling station so I could take part in the event from the beginning. For many days our family has studied the biographies of the candidates and carefully considered our choices. I believe those elected will have the integrity and ability to contribute to the country's development," Truong Van Phuong said.

Meanwhile, Trinh Ngoc Thao, 19, who lives at 14 Hang Chieu Street, said she felt proud to vote for the first time.
"This is my first time participating in an election. I feel very proud and clearly understand my responsibility in casting this ballot," Trinh Ngoc Thao said.
