During the 20th session of the 16th Hanoi People's Council on December 10, the delegates voted to approve a resolution regulating the management and use of public assets by the Hoa Lac High-Tech Park Management Board and other public entities under the city's management within the Hoa Lac High-Tech Park.

The resolution also covers compensation for land clearance, infrastructure usage fees, and wastewater treatment fees within the park.

The regulation on the management and use of public assets by the Hoa Lac High-Tech Park Management Board and other public entities under the city's jurisdiction within the Hoa Lac High-Tech Park aims to implement the provisions of the Capital Law effectively, establishing a legal framework for the management and efficient use of public assets. This ensures cost-effectiveness, prevents waste, and aligns with the city's goals.

The resolution consists of 4 chapters and 10 articles, covering the following key contents:

General Principles: Regulations on the use of public assets at public entities within the city's jurisdiction in the Hoa Lac High-Tech Park for business activities, leasing, joint ventures, and partnerships. Principles regarding the acceptance, management, and use of assets donated, gifted, or contributed by domestic and foreign organizations and individuals to the Hoa Lac High-Tech Park Management Board or public entities operating in the park. Matters not covered by this resolution will follow the relevant legal provisions on public assets and other related laws. 

Use of Public Assets for Business Purposes: Detailed rules on using public assets at public entities within the park for business, leasing, joint ventures, or partnerships. Guidelines for determining the conditions, procedures, financial mechanisms, and measures to protect, maintain, and restore public assets used for these purposes. 

Acceptance and Use of Donated Assets: Procedures for receiving, managing, and using assets donated, gifted, or contributed by individuals and organizations in Vietnam and abroad. Management and Maintenance of Assets: Regulations on managing, maintaining, repairing, and accounting for assets after they are accepted. This also includes the reporting process for these assets. 

Compensation and Infrastructure Fees: Provisions on compensation for land clearance, infrastructure usage fees, and wastewater treatment fees at Hoa Lac High-Tech Park. These aim to effectively implement the Capital Law and establish a legal basis for the management agencies and other relevant parties to perform their duties and responsibilities related to investment projects in the park.

The resolution also provides for determining, collecting, and using compensation for land clearance, infrastructure usage fees, and wastewater treatment charges. It includes policies for discounts and support for specific entities operating within the Hoa Lac High-Tech Park.

This comprehensive framework ensures that all related organizations, businesses, and individuals have a clear legal basis for fulfilling their rights and obligations when implementing investment projects in the park.
