Hanoi prepares for city's 18th Party Congress

The 18th Congress of the Hanoi Party Committee for the 2025–2030 term is a major political event for the Party, government, and people of the capital, drawing close attention from the public both in Hanoi and nationwide. Its success will contribute significantly to the 14th National Party Congress.

The 18th Congress of the Hanoi Party Committee held its preparatory session at the National Convention Center on the afternoon of October 15.

Attending and directing the congress were Politburo Member, Secretary of the Hanoi Party Committee, and Head of the Hanoi National Assembly Delegation Bui Thi Minh Hoai; Central Committee Member, Deputy Secretary of the Party Committee, and Chairman of the Hanoi People's Committee Tran Sy Thanh; Standing Deputy Secretary of the Party Committee Nguyen Van Phong; Deputy Secretary of the Party Committee and Chairman of the Hanoi People's Council Nguyen Ngoc Tuan; along with members of the Standing Committee and the 17th Executive Committee of the Hanoi Party Committee.

Overview of the event. 

The congress gathered 550 outstanding delegates representing nearly 500,000 Party members from 136 Party organizations under the Hanoi Party Committee.

In her opening remarks, Party Secretary Bui Thi Minh Hoai said that, following the Politburo's Directive No. 45-CT/TW dated April 14, 2025, and the Hanoi Party Committee's Plan No. 329-KH/TU dated May 15, 2025, preparations for the 18th Congress have been carried out in close alignment with the completion of targets from the 17th Congress and the restructuring of Hanoi's two-tier local government system. 

The Party Committee has successfully guided the congresses of 2,130 grassroots Party organizations and 136 subordinate Party committees.

The subcommittees, the Standing Committee, and the 17th Executive Committee of the Hanoi Party Committee have meticulously prepared the congress documents, personnel plans, and logistics in line with the Politburo's approved schedule.

Secretary Bui Thi Minh Hoai stated that the congress would perform four main tasks: reviewing the implementation of the 2020–2025 term resolution and setting directions, objectives, and solutions for 2025–2030; discussing and contributing opinions to the draft documents for the 14th National Party Congress; electing the 18th Executive Committee of the Hanoi Party Committee; and electing delegates to the 14th National Party Congress.

She called on all delegates to uphold their sense of responsibility, concentrate their intellect, and represent the will and aspirations of Party members across Hanoi, contributing actively to the success of the congress.

Emphasizing key focus areas, Secretary Hoai noted that the drafting of documents had been carried out promptly and in accordance with Party regulations and Central guidelines. 

The draft documents were reviewed and refined through contributions from scientists, experts, and Party members, as well as through discussions at the congresses of all 136 subordinate Party committees. 

She urged delegates to continue offering insightful contributions to clarify achievements, identify shortcomings, and propose breakthrough solutions for Hanoi's future development.

Regarding the election of the 18th Executive Committee and delegates to the 14th National Party Congress, the Secretary stressed the importance of selecting capable, ethical, and dynamic individuals who dare to think and act innovatively, ensuring a strong, united, and visionary leadership team.

Personnel planning strictly followed Party procedures and was approved by the Politburo after careful appraisal by relevant agencies.

She also highlighted innovations in this year's congress, including the use of digital technology to support document review and congress operations. 

Delegates were reminded to strictly observe communication discipline, confidentiality, and the congress regulations, including updates in election procedures to ensure democracy and unified Party leadership.

With careful preparation and a spirit of unity, democracy, and high responsibility, Secretary Bui Hoai expressed confidence that the 18th Congress of the Hanoi Party Committee for the 2025–2030 term will be a great success, meeting the trust and expectations of Hanoi's Party members and citizens, and contributing significantly to the success of the 14th National Party Congress.

The congress then elected a 16-member Presidium, a Secretariat, and a Credentials Verification Committee.

Following that, Deputy Secretary and Chairman of the Hanoi People's Council Nguyen Ngoc Tuan presented the agenda and working regulations of the official session. 

Head of the Organization Commission Ha Minh Hai introduced several updates on Party election procedures, and Head of the Propaganda and Mass Mobilization Commission Nguyen Doan Toan delivered a report summarizing contributions to the draft documents of both the 14th National Party Congress and the 18th Hanoi Party Congress.
