In her opening remarks, Pham Thi Thanh Huong, Deputy Director of the Hanoi Department of Justice and Vice Chairwoman of the Council for the Coordination of Legal Dissemination and Education of Hanoi, emphasized that November 9 is designated as Vietnam Law Day to honor the Constitution and the law, while fostering respect for the rule of law throughout society.

She noted that the occasion allows individuals, agencies, and organizations to express their trust, affection, and appropriate conduct toward the law, thereby contributing to discipline, order, and the establishment of a strong legal culture.
Vietnam Law Day 2025 takes place as the nation implements the two-tier local government model and celebrates the success of the 18th Party Congress of the Hanoi Party Committee, moving toward the 14th National Party Congress. With the theme "Building a culture of law compliance across society and promoting respect for the Constitution and the law among all citizens and organizations," Hanoi aims to spread awareness of living and working in accordance with the Constitution and the law, making Law Day a practical and regular social activity.
According to Deputy Director Pham Thi Thanh Huong, this year's theme demonstrates the implementation of the Politburo's Resolution No. 66-NQ/TW on reforming lawmaking and law enforcement, which emphasizes the need to "build a culture of law compliance" among the people. She added that activities in celebration of Law Day across the city are widely organized and closely associated with administrative reform, digital transformation, anti-corruption, environmental protection, and the enforcement of the 2024 Capital Law.
She called on all departments and sectors to continue to renew and innovate their work in legal dissemination and education, mobilize social resources, and strengthen public awareness and voluntary compliance among officials and citizens. According to her, these efforts will help shape a legal culture consistent with the image of an "elegant and civilized" Hanoi.
During the seminar, speakers including Doctor Nguyen Van Cuong, Director of the Institute for Strategy and Science of Law under the Ministry of Justice; Phan Hong Nguyen, Deputy Director of the Department of Legal Dissemination and Legal Aid under the Ministry of Justice; Deputy Director of the Hanoi Department of Justice Pham Thi Thanh Huong; Professor Nguyen Minh Doan from Hanoi Law University; and Le Trung Duc, member of the Economic and Budget Committee of the Tay Ho Ward People's Council and Standing Member of the Hanoi Lawyers Association, discussed the concept of building a culture of law compliance and proposed practical solutions to strengthen it in the modern era.

The seminar also provided a platform for in-depth discussion on new aspects of the Politburo's Resolution No. 66-NQ/TW and to reaffirm the roles and responsibilities of government bodies and the press in implementing the resolution. Participants shared experiences and proposed solutions to overcome obstacles and promote a society that respects the law.
Launching the 2025 Writing Contest on "Culture of Law Compliance," Associate Professor Nguyen Thanh Loi, Editor-in-Chief of Kinh te and Do thi Newspaper, stated that the contest is a key activity within the series of events held to celebrate Vietnam Law Day this year.
He emphasized that 2025 marks an important milestone in the transformation of Vietnam's approach to lawmaking and law enforcement. For the first time, the term "culture of law compliance" appeared in Notice No. 108-KL/TW dated November 18, 2024, issued by the Office of the Central Committee of the Communist Party of Vietnam, summarizing the conclusions of General Secretary To Lam during a meeting with the Party Committee of the Ministry of Justice.
The General Secretary raised the issue as Vietnam enters a new era of development and strives to build a socialist rule-of-law state "of the people, by the people and for the people," requiring renewed thinking in both the formulation and enforcement of laws.
Resolution No. 66-NQ/TW of the Politburo also outlines specific tasks and measures to improve the quality of legal dissemination and education as part of efforts to strengthen the legal system in the new period.
Editor-in-Chief Nguyen Thanh Loi reaffirmed that the theme of Vietnam Law Day 2025, "Building a culture of law compliance across society and promoting respect for the Constitution and the law among all citizens and organizations," underscores that a culture of law compliance is both a component of legal culture and an essential part of national culture. He emphasized that this culture can only endure when learning about and obeying the law becomes an inherent need of every individual and organization.
The writing contest aims to encourage officials, civil servants, citizens, students, and pupils to demonstrate their understanding of the law and share positive models and actions in law observance. The submitted works are expected to spread the spirit of respect for the law, promote socio-economic development, ensure order and discipline, and help build a healthy, law-abiding society in the era of digital transformation.
At the event, Deputy Editor-in-Chief Nguyen Xuan Khanh announced the contest regulations, which were published on the Kinh te and Do thi online newspaper on November 6, 2025. The closing and award ceremony is scheduled to take place in December 2025.
The organizers expressed hope that through the activities in celebration of Vietnam Law Day, each person will take practical actions to bring the law into everyday life, contributing to the development of a "civilized, cultured, and modern" Hanoi and a sustainable society that upholds the rule of law.
