The 2025 Action Month carries the theme "Gender equality and safety for women and girls in the digital era" and reflects the city's strong commitment to advancing gender equality as a driver of development while protecting women and girls from violence, especially online.

Speaking at the ceremony, Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan said gender equality remains a consistent goal and an important pillar of sustainable development.
He said this period is an opportunity to raise public awareness, inspire practical action, and strengthen shared responsibility to ensure equal rights, safety, and opportunities for women and girls in the midst of rapid digital transformation.
Hanoi has made notable progress in gender equality in recent years. Women account for 14.7 percent of the Party Committee's Executive Board for the 2025 to 2030 term and over 29 percent at the commune level.
From 2020 to 2025, the city created more than 952,817 new jobs, with women making up more than half of the workers.

More than 280,000 women received loan support for job creation. Key indicators on education, healthcare, and maternal and child care met or exceeded targets. All victims of gender-based violence were able to access at least one basic support service.
Effective models such as trusted community shelters, counseling hotlines, and women's clubs for preventing domestic violence have been maintained, showing the collective effort of local authorities and residents.
At the same time, the digital era poses new risks for women and girls, including online harassment, misuse of private images, harmful content, scams, and coercion through digital means. These forms of gender-based violence are dangerous, sophisticated, and can have long-lasting effects.
Against this backdrop, this year's theme emphasizes strengthening digital safety skills for women and children while promoting a healthy and inclusive online environment free of gender bias and violence.
The Action Month for Gender Equality and the Prevention and Response to Gender-Based Violence 2025 will run from November 15 to December 15, 2025.
To ensure meaningful and effective implementation, Standing Vice Chairman Duong Duc Tuan called on departments and agencies to expand digital-based communication on gender equality, organize training on safe digital skills, and proactively detect, prevent, and strictly handle acts of violence, harassment, and abuse online.
People's Committees of wards and communes will continue support models for victims, update trusted community referral points, intervene promptly in cases of gender-based violence, and integrate gender equality communication into local activities.
Political and social organizations will play a central role in community engagement, expand digital skills education and self-protection training, and build safer communities that support women and children at risk of violence.
Tuan encouraged every family and resident in Hanoi to become an active advocate, speak up against violence, avoid sharing harmful content, and always respect and protect the safety and rights of women and children both in real life and online.
He called on all local authorities, organizations, and citizens to join hands in creating a safe and responsible digital environment, building a fair and compassionate society, and ensuring safety, happiness, and development opportunities for all women and girls.
Representatives of local authorities expressed strong support at the ceremony. A representative of Van Dinh Commune said the commune will focus on digital solutions that improve skills training and spread positive messages on the role and status of women and girls while encouraging men and boys to be responsible and supportive partners in families and communities.
A representative of Hoan Kiem Ward said gender equality remains a core priority in local socio-economic development. The ward will organize online discussions on digital safety for women and children and promote the role of men as positive role models in building progressive and equal families while spreading the message that gender equality is the foundation of sustainable development and well-being.
The ceremony delivered a unified message that gender equality is a continuous journey that requires the joint effort of the political system and the entire community, especially as women and children face rising challenges in the digital age.
