The Hanoi Department of Construction on December 30 held a conference to review the work of 2024 and set out tasks for 2025.
Director of Hanoi Department of Construction Vo Nguyen Phong said that right from the beginning of the year, the department had promptly issued plans and documents to effectively implement the 2024 theme of the city: "Discipline, Responsibility, Action, Creativity, Development."
The focus was on strengthening discipline and administrative order, improving responsibility, and enhancing service quality for the people and businesses. Administrative procedures and legal documents were reviewed for simplification, transparency, and openness, and there was an increased application of information technology in management and operations.

Overview of the event.
Accordingly, the department rigorously implemented the programs and plans for 2024 of the City Party Committee, People's Council, People's Committee, and the Ministry of Construction. The completion rate of tasks assigned by the City People's Committee was over 94%. In 2024, the department advised the City People's Committee to issue two legal documents and 15 decisions and specialized plans.
Several socio-economic indicators that the department advised on met or exceeded their targets. The rate of clean water supply to urban residents was maintained at 100%, while 95% of rural residents gained access to centralized clean water, meeting the target. The rate of urban wastewater treatment reached 40.8%, surpassing the target of 40%. The average living space per person in the city reached 29.1 square meters, exceeding the target of 28.8 square meters. In 2024, the city completed 2.354 million square meters of housing and developed approximately 15,400 homes, fulfilling the housing development plan.
The department also successfully played its role as the Standing Agency of the Steering Committee for Program No. 03-CTr/TU of the City Party Committee on "Urban Renovation, Urban Development, and Urban Economic Development for the period 2020-2025." This is one of the ten major working programs of the City Party Committee, consisting of 19 indicators and 56 key tasks, many of which were difficult. The department organized and advised systematically, receiving recognition and high evaluation from the Steering Committee.
Urban technical infrastructure
By the end of 2024, the department had advised on the construction and renovation of 49 parks and flower gardens, achieving 109% of the target. Additionally, over 165,000 shade trees were planted, enhancing green spaces for the public.
The department also played a key role in urging investors to complete the investment in the water supply system, extending clean water access to 57 additional communes compared to 2023. This brought the total number of communes with access to clean water to 95%.
Furthermore, the department coordinated efforts to resolve obstacles and successfully put the Yen Xa wastewater treatment plant into operation, with a capacity of 100,000 cubic meters per day. This increased the total capacity of existing centralized wastewater treatment stations to 414,300 cubic meters per day.
In addition, the department completed and approved proposals for investment policy and pre-feasibility reports for four drainage and wastewater treatment projects. Notably, the project to prevent localized flooding in inner-city districts and some suburban areas was approved by the City People's Council and will help address flooding issues in those areas.
In particular, the department promptly completed an urgent task assigned by the City Party Secretary and the Chairman of the City People's Committee. It advised the City People's Committee to submit a proposal to the Prime Minister on a solution to supplement water to the To Lich River and West Lake, as part of the "Emergency Project" plan, contributing to the revival of these rivers in Hanoi.

Outstanding individuals were honored at the event.
In his speech at the conference, Deputy Chairman of the City People's Committee Duong Duc Tuan congratulated and praised the department's achievements in 2024.
He pointed out several shortcomings and limitations that need to be addressed in the coming year. These included the slow progress in advising the City People's Committee on the development of mechanisms, policies, and legal documents for the implementation of the Capital Law. He also highlighted delays in the renovation of old apartment buildings and the establishment of investment policies for social housing projects. Furthermore, the situation of violations related to urban planning in the city remains complex and requires attention.
Highlighting that 2025 is the final year of implementing the Resolution of the 17th Congress of the Hanoi City Party, the five-year resolution of the City People's Council, and the year of entering the "New Era - The Era of National Rejuvenation," as directed by the General Secretary, Deputy Chairman Duong Duc Tuan urged the department to focus on implementing several key tasks, such as:
The department will continue to collaborate with central agencies to provide feedback and develop legal documents that align with the city's practical situation and development needs in the coming years. This includes focusing on the implementation of the Capital Law, the Housing Law, the amended Real Estate Business Law, and the Urban Development Management Law.
Starting from the beginning of the year, the department must create specific plans and organize the implementation of solutions to meet the socio-economic targets and tasks outlined in the work programs assigned by the City Party Committee and the City People's Committee. Additionally, a plan to address the identified shortcomings must be developed and executed.
The department must seriously implement the restructuring and streamlining of the organizational structure according to the direction of the Central Executive Committee in Resolution No. 18-NQ/TW dated October 25, 2017, ensuring effective operations; tightening discipline, responsibility of leaders, administrative procedure reforms; and increasing the application of information technology and digital transformation.
Furthermore, the department must focus on advising the completion of socio-economic indicators, including specific solutions to achieve the target of 100% clean water supply to rural residents in the remaining 67 communes. Additionally, the department aims to increase the urban wastewater treatment rate to 50-55% and reduce urban flooding points. These are challenging targets that require concentrated efforts.
The department must continue advising on the renovation of old apartment buildings and the commencement of two social housing projects in Tien Duong Commune, Dong Anh District, which have already been approved by the City People's Committee. It must also complete the investment policy for the two remaining social housing projects in Co Bi Commune, Gia Lam District, and Dai Mach Commune, Dong Anh District.
The department should focus on advising the City People's Committee on auctioning the rights to lease service business areas in resettlement apartment buildings and recovering special-use houses that are being misused.
In addition, the department must continue to strengthen inspection and supervision of investment activities in construction, urban technical infrastructure, housing projects, and urban areas to promptly detect and handle violations. It must also advise on resolving delayed projects and inefficiently used projects to prevent waste according to the central directive and the Minister of Construction's instructions at the conference.
At the conference, the Ministry of Construction presented commemorative medals for the construction industry to 45 individuals from the department who have made continuous contributions to the development of the construction industry. Two teams (the Planning and Investment Department and the Economics and Building Materials Department) received the "Excellent Unit in the Emulation Movement of 2024" flag from the City People's Committee, and ten teams received the "Excellent Labor Collective" title for 2024. The conference also launched the emulation movement for 2025.
