The Hanoi People's Council on June 27 approved a resolution on the investment policy for the city's waste-to-energy and environmental rehabilitation project.

The project aims to treat daily household waste, previously buried waste at the Nam Son Solid Waste Treatment Complex, and wastewater sludge using incineration technology that recovers heat for electricity generation. It is designed to meet current environmental standards and regulations.

This initiative is expected to rehabilitate the current landfill area, improve the environment in Soc Son District, particularly by reducing odor pollution, protect public health, and promote investment and socio-economic development in the locality.

The project includes the construction of a waste-to-energy plant with a treatment capacity of 2,400 tons per day. Of this, 2,250 tons will be household waste, and 150 tons will be dried sludge.

From 2030 to 2040, the plant will process 1,500 tons of fresh waste and 750 tons of old, buried waste daily. Starting in 2040, the plant will handle 2,250 tons of household waste daily.

The installed power generation capacity is expected to be approximately 60 megawatts.

The project also includes a sludge drying system with a capacity of 600 tons per day. After drying, about 150 tons of sludge with a moisture content of 40% will be co-incinerated with solid waste.

Additional infrastructure includes a power transmission line connecting the plant to the national grid, a raw water pipeline, and other auxiliary facilities.

The plant will be located in the northern section of Phase II of the Nam Son Waste Treatment Complex in Soc Son District, covering plots 3.1, 3.2, 4, 5, and internal roads 2.3 with widths of 9.5 and 11 meters.

Technically, the project will use grate furnace incineration technology suitable for non-separated household waste and dried sludge.

This method ensures high combustion efficiency and easy operation and maintenance.

Solidified fly ash will be safely buried at designated sites as prescribed by law.

Exhaust gases, wastewater, and other emissions from the incineration process will be treated using advanced technologies in compliance with environmental protection regulations.

Construction is scheduled to begin in Q1/2027 and complete by Q1/2029. Trial operations will take place from the second to Q3/ 2029, with full operations starting in the fourth quarter of that year.

The project will require approximately 12.46 hectares of land and will be implemented under a public-private partnership (PPP) model using a build-lease-transfer (BLT) contract.

The total estimated investment is VND7.53 trillion (US$288.5 million) without using the State budget. Instead, the PPP project enterprises will be responsible for securing funding, with 20% from equity and 80% from loans and other lawful sources.

The Hanoi People's Committee will ensure the supply of waste materials (household waste and sludge) and make payments to the PPP enterprise from the city's recurrent expenditure budget, in accordance with Decision No.31/2020/QD-UBND dated November 30, 2020.

The proposed investors include a consortium of the Shanghai SUS Environment Co Ltd, the Hainan SUS Environmental Investment Co Ltd (both Chinese enterprises), and the Green Energy Environmental Investment JSC (a Vietnamese company).

The investor selection will follow a competitive negotiation process, scheduled from Q2/2025 to Q4/2025.
