He expressed deep emotion and strong impressions of the warm and festive Tet atmosphere across Hanoi, from streets and roads to flower markets, especially around Hoan Kiem Lake, the heart of the capital, which has been elaborately decorated and renewed. All this creates a more beautiful, radiant and civilized Hanoi.
"We clearly feel the pulse of a capital rising, a Hanoi not only brilliant with flags and flowers but also shining with confidence and hope and glowing with solidarity and innovation in every street and every smile," General Secretary To Lam emphasized.
He warmly praised and congratulated the Party organization, authorities and people of Hanoi on their major achievements in 2025. The capital recorded comprehensive and impressive development results, contributing significantly to the country's overall achievement and fulfilling all 24 development targets. GRDP growth reached 8.16 percent, higher than the national average.

"These figures reflect a strong qualitative shift in leadership methods centered on four pillars that clearly assign tasks to each sector and agency with real-time performance monitoring. I consider this creative and effective. Since the 18th Hanoi Party Congress, the city has strongly renewed its leadership model, establishing a modern governance brand of 'Digital Party Organization – Development-Oriented Government – Pioneer Enterprises – Social Consensus,'" he said.
In the first months of the year, even during Tet, Hanoi recorded notable results with the groundbreaking of four major projects that reflect innovation and development orientation, including a medical and elderly healthcare complex project at Hanoi Medical University in Hoang Mai Ward, a digital technology park and mixed-use complex in Tay Tuu and Phu Dien Wards and two multi-functional urban area projects launched to mark the 96th anniversary of the Party's founding. "This demonstrates the spirit of saying and doing and doing effectively," he stressed.
General Secretary To Lam said Hanoi has demonstrated its leadership role in the new era by working through Tet to shape a 100-year master plan for the capital, addressing urgent issues including traffic congestion, environmental pollution, urban and suburban flooding, urban order and food safety.
"I welcome the determination to face reality and boldly propose a 100-year vision. This is key to mobilizing resources and unlocking development momentum for the capital and the wider region," he said.
He praised the city's determination in implementing the 14th National Party Congress Resolution, the 18th Hanoi Party Congress Resolution and Politburo resolutions issued in 2025, noting that Hanoi organized the implementation program immediately after the national conference.
Emphasizing the high requirements of the new phase, he said Hanoi, as the political and administrative center of the nation, must pioneer the innovation. Each initiative and model implemented by Hanoi should lead and inspire the region and the country.
The city must strive to become a national development center and a strong economic growth pole while resolving bottlenecks and building a new growth model based on knowledge, science, technology, innovation, digital transformation and high-quality human resources.
He stressed that the role of each cadre and Party member, especially key leaders, is decisive. He particularly welcomed the spirit of working through Tet as a demonstration of responsibility in a historic moment. He expressed confidence that the Party organization, authorities and people of Hanoi will overcome challenges and achieve strong results from the first year of the new term.
On the occasion of the Lunar New Year, on behalf of the Politburo and the Secretariat, General Secretary To Lam extended wishes of health, happiness and prosperity to officials and residents of the capital and wished Hanoi a New Year of new momentum, new thinking and new victories.

He noted that while families celebrate Tet, many officials, soldiers, workers and public servants continue to work quietly to keep the city running and ensure progress on key tasks. Hanoi strives for double-digit growth linked to sustainable development so that residents can fully benefit from development achievements and so that the capital becomes increasingly cultured, civilized, modern and livable.
"Hanoi understands that the capital is not only the political and administrative center of the nation but also a place where national trust and expectations converge. We hope to continue receiving close guidance from the central leadership and strong coordination from ministries and agencies and the support of residents. Under the wise leadership of the Party led by General Secretary To Lam, Hanoi will pioneer and contribute to national development in the new era," Ngoc emphasized.
