Central-level delegates attending the event included Politburo members: Standing member of the Party Secretariat Tran Cam Tu; Secretary of the Party Central Committee and Head of the Party Central Committee's Organization Commission Le Minh Hung; Secretary of the Party Central Committee and Head of the Party Central Committee's Internal Affairs Commission Le Minh Tri; and Secretary of the Party Central Committee and Chief of the Party Central Committee Office Pham Gia Tuc.

Representatives from Hanoi included Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc; Deputy Secretary of the Hanoi Party Committee and Chairwoman of the Hanoi People's Council Phung Thi Hong Ha, who also serves as Chairwoman of the City Election Committee; Standing Committee member of the Hanoi Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Bui Huyen Mai; Standing Committee member of the Hanoi Party Committee and Director of the Hanoi Police Department Lieutenant General Nguyen Thanh Tung; and members of the Standing Committee of the Ba Dinh Ward Party Committee.
Also present were elderly voters including Nguyen Van Son, 81, who has received the 60-year Party membership badge, and Quan Huu Tu, 78, who has received the 55-year Party membership badge; as well as a first-time voter representing citizens who have just turned 18, Pham Dinh Nguyen Vu, 18, a youth union member. Representatives of residential groups and a large number of voters from Polling Station No. 2 in Ba Dinh Ward were also present.

Speaking at the opening ceremony for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026–2031 term, Doan Trong Tien, Secretary of the Party Cell and Head of the Front Work Committee of Residential Group No. 3, said voters had been fully briefed on the Law on Election of National Assembly and People's Council deputies, the Law on Organization of the National Assembly and the Law on Organization of Local Government. As a result, voters clearly understand the position and importance of the National Assembly and People's Councils at all levels.
He called on voters to recognize their rights and responsibilities as citizens, raise their sense of responsibility, and base their decisions on the standards, structure and number of deputies to be elected in their electoral units. Voters were encouraged to carefully study the profiles of candidates for the National Assembly and People's Councils in order to choose qualified representatives who have both dedication and capability.
Next, representatives of the organizing committee introduced the election rules and regulations for the polling station for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026–2031 term. Representatives of voters then inspected and sealed the ballot box.
Immediately after the formal opening procedures, General Secretary To Lam, together with leaders of the Party, State and Hanoi, elderly voters and first-time voters, cast the first ballots in the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026–2031 term.
