Deputy Chairman of the Hanoi People's Committee Duong Duc Tuan on May 29 issued Plan No.152/KH-UBND on improving the implementation of policies and laws ensuring traffic order and safety.
This plan aims to rally the entire political system and win the support of the public in efforts to maintain traffic safety, reduce congestion, and position traffic management as a key driver of the capital's and the nation's socioeconomic development.
The plan is part of the city's efforts to implement Government Resolution No.76/NQ-CP, which outlines the roadmap for enforcing National Assembly Standing Committee Resolution No.1313/NQ-UBTVQH15 on overseeing the enforcement of policies and laws on traffic safety from 2009 to the end of 2023.
Hanoi authorities will focus on fully enforcing the Road Traffic Safety Law, the Road Law, and related regulations.
They will continue implementing specific measures outlined in key directives and resolutions from the Party Central Committee Secretariat, the Government, and the Prime Minister, including Directive No.23, Resolution No.149, Resolution No.48, and Decision No.2060.
These policies emphasize enhancing Party leadership, ensuring traffic order and safety, combating congestion, and building a traffic safety strategy until 2030 with a vision toward 2045.
The plan also calls for strengthening digital transformation and the application of science and technology to improve traffic management, making it more transparent and convenient for citizens and businesses.
In addition, Hanoi will continue its education and communication efforts, particularly targeting students, by organizing traffic safety competitions, forums, and workshops.
Families are encouraged to avoid allowing minors to operate vehicles without proper licenses. The city aims to foster a traffic safety culture throughout the community, raising public awareness and responsibility.
The plan assigns clear tasks to city agencies and local authorities, urging them to strictly implement all Party guidelines and state laws on traffic safety with 23 tasks across four key areas – droad, maritime, inland waterways, rail, and aviation – and four tasks focusing on legal revisions and new regulations.
The Hanoi Police Department will coordinate with relevant ministries and agencies to modernize communication efforts tailored to different audiences and regions.
Authorities will apply artificial intelligence and big data in planning, constructing, and managing transportation projects. They will also enhance IT applications to streamline driver licensing and traffic violation enforcement.
The plan includes investments in surveillance systems, traffic command centers, and modernized traffic management infrastructure.
The Department of Finance will coordinate with the Ministry of Finance and other agencies to finalize regulations on the management and use of funds for traffic safety, driver licensing fees, and vehicle registration fees.
The Department of Education and Training will lead efforts to incorporate traffic safety education into schools, fostering a culture of safe and responsible road use among students.
The Department of Home Affairs will work with relevant agencies to review and recommend regulations on staffing and organization related to vehicle weight control stations and the broader traffic safety framework.
The Capital High Command will oversee the management of unmanned aerial vehicles to ensure aviation safety.
Finally, relevant city departments, districts, towns, and local authorities will coordinate closely with the lead agencies to implement the assigned tasks effectively, contributing to a safer and more orderly traffic environment in Hanoi.
