Overall objectives
By 2030, Hanoi aims to develop the environmental industry into a key economic sector that makes a significant contribution to the capital's economy and largely meets local environmental protection needs. The city also targets a gradual move toward exporting competitive environmental technologies, equipment, services and products.
Specifically, Hanoi will focus on developing technologies for waste treatment and recycling, environmental analysis, monitoring and pollution control, sustainable resource use and environmental restoration tailored to local conditions.
The city will also promote the application and commercialization of research and technological development outcomes.
Production and services targets
Hanoi plans to develop the production of equipment and products that broadly meet environmental protection needs, including supplying about 70–80% of demand for wastewater treatment equipment, 70–80% for air pollution control equipment, 50–60% for waste collection, transport and sorting equipment, 60–70% for solid waste sorting and recycling equipment and around 20% of domestic demand for environmental monitoring equipment.
The program also targets technologies and products for energy production from waste and environmental protection solutions supporting sectors undergoing economic restructuring.
The city will develop environmental industry services and foster service enterprises capable of operating waste treatment and processing facilities for wastewater, solid waste, hazardous waste and emissions.
These services are expected to largely meet Hanoi's needs for urban, industrial and hazardous waste treatment and for environmental remediation in polluted areas.
Key tasks and solutions
Priority measures include researching and establishing incentive mechanisms to support research, application, development and transfer of environmental protection technologies.
These cover wastewater, emissions, solid waste and hazardous waste treatment, as well as patent and software transactions and the engagement of domestic and international experts.
The city will also support technology development for environmental remediation in severely polluted and degraded areas and for manufacturing environmental protection equipment and products suitable for local conditions.
Hanoi will support the establishment of environmental industry enterprises and environmental consulting service organizations. It will promote eco-labeling for environmental industry products and encourage sustainable market development alongside quality standards and sustainability policies.
The program also emphasizes advancing science and technology in clean production, pollution reduction products, waste treatment and environmental restoration technologies, together with technical standards for environmental industry goods.
Innovation, digital transformation and modern governance will be strengthened through technical support for enterprises to adopt international management standards and global supply chain requirements.
The city will encourage the use of computer-aided design and manufacturing in equipment production, mechatronics and advanced intelligent automation systems in environmental industry production lines.
Enterprises will also be supported in applying energy efficiency models, sustainable production and consumption practices and circular economy models.
Training programs will be organized for officials, businesses, associations and relevant stakeholders, including technical training for operators of environmental treatment systems.
Communication programs and public awareness campaigns will be developed to promote environmental industry knowledge and disseminate research outcomes, technologies, equipment and products.
Assignment of responsibilities
The Department of Industry and Trade is tasked with raising awareness of the environmental industry and coordinating the implementation of the program. It will integrate program objectives with related plans on renewable energy use, energy efficiency and sustainable production and consumption.
The department will also assess and support investment in technology upgrades and environmental industry projects, including equipment manufacturing, waste and water treatment, low carbon technologies, renewable and recovered energy from waste and recycling and reuse projects.
The Department of Agriculture and Environment will study mechanisms and policies to support environmental industry enterprises in investing in centralized urban solid waste collection, sorting and treatment systems.
The department will also support environmental consulting services, waste collection, transport, treatment and recycling and environmental remediation in areas with unidentified pollution sources.
The Department of Science and Technology will guide grassroots information systems to disseminate content related to environmental industry development toward 2030. It will also help develop incentive mechanisms for research, application, technology transfer and innovation in environmental protection technologies and equipment manufacturing.
Hanoi will further promote international cooperation and mobilize funding from foreign governments and international organizations for environmental protection projects, including research, application, technology transfer and mastery of advanced environmental treatment technologies.
