According to the dispatch, the Hanoi People Committee agreed in principle with the proposal submitted by the Department of Industry and Trade in Document No. 655/SCT-QLTM, dated January 26, 2026, on organizing spring flower markets in communes and wards to meet public demand during the Tet holiday.
The city government assigned People Committees of communes and wards to proactively select suitable locations and implement the markets in line with decentralized management. Local authorities will take full responsibility before the city government for all aspects of market organization.
This includes developing detailed plans and implementation schemes and coordinating with the Department of Construction, the municipal police and relevant units to regulate traffic flows, arrange stopping and parking areas and manage vehicle parking. They are also required to inspect and handle spontaneous or non-compliant vending activities and ensure environmental sanitation at market sites.
Relevant departments and agencies are tasked with coordination and guidance for local authorities.
The Department of Industry and Trade will provide guidance and conduct inspections on the organization and management of spring flower market activities. The Department of Construction will guide traffic routing and ensure traffic order. The Department of Agriculture and Environment will guide waste collection and transportation and maintain environmental cleanliness. The Department of Public Security will guide the implementation of measures to ensure public security, fire prevention and control and traffic congestion prevention.
All units are requested to proactively coordinate and strictly implement the assigned tasks to ensure that spring flower markets for the Lunar New Year of Binh Ngo operate smoothly and safely and effectively meet the shopping and holiday needs of the public.
