The program, titled "Building a Nation with Both Hands," will be organized by Vietnam Television and broadcast live at 8:00 p.m. on January 28, 2026 on VTV1 and the VTVgo digital platform.
The broadcast will be staged at four locations: Cao Bang, Hanoi, Ho Chi Minh City and Nghe An, with the main site at the Pac Bo Special National Relic Site in Cao Bang Province. The Hanoi site will be held at the Ho Chi Minh Museum at 19 Ngoc Ha Street, Ba Dinh Ward, with around 1,000 delegates, guests and participants in attendance.
Organization and implementation
To ensure the program is solemn, safe and successful, the Hanoi People's Committee has requested Vietnam Television to prepare the program script for submission to competent authorities for approval and to organize production and live broadcasting of the program at the Hanoi site.
Vietnam Television is asked to proactively coordinate with the Ho Chi Minh Museum, the Command of the Ho Chi Minh Mausoleum and the Presidential Guard Command to agree on venue arrangements and all conditions required for the successful organization of the program.
The broadcaster will design stage layouts and print invitations and various passes, including organizing committee badges, vehicle permits and press cards. Nameplates and bottled water for the delegates' tables will be prepared, along with raincoats and drinking water for participants.
The Ho Chi Minh Museum is requested to arrange the venue for the live television link program at the museum, in line with the specific proposal of Vietnam Television.
Parking areas will be arranged for delegates, guests, production crews, security forces and audiences during rehearsals, full dress rehearsals and the official broadcast.
Relevant city units will coordinate to ensure security protection and provide technical power supply and water sources for fire engines at the program venue.
The Party Committee's Commission for Publicity, Education and Mass Mobilization is requested to provide timely and appropriate information guidance within the city's publicity and mass mobilization system and across the city's media outlets.
News and articles will be posted on the City Party Committee's electronic portal, the "Internal Information" bulletin and the electronic Party Member Handbook to promote the program.
The Department of Culture and Sports will deploy visual publicity activities along streets surrounding the venue in line with the direction of the Organizing Committee, if any. Promotional information about the program will be broadcast on outdoor LED screens across the city. The department will coordinate with central, local and city media agencies to promote the program and disseminate information through websites and social media platforms.
The municipal People's Committee Office will instruct the Center for Communication, Data and Digital Technology to produce news and articles and to regularly update and widely disseminate information about program activities on the Hanoi City Portal and on the city's official social media channels, including the fanpage "Thu do Ha Noi - Viet Nam," Zalo and YouTube.
Hanoi Department of Public Security will develop a plan to ensure public order, fire prevention and fighting, traffic control and safety for delegates and guests attending the program.
The Department of Construction will direct the Hanoi Technical Infrastructure Management Center and relevant operating units to strengthen inspections and ensure the maintenance of lighting systems, drainage systems and green landscapes in Ba Dinh Ward, particularly in the area of the Ho Chi Minh Museum at 19 Ngoc Ha Street and surrounding roads and neighboring areas.
Hanoi Power Corporation will assign staff on duty and ensure a continuous, stable and safe power supply for all activities during installation, rehearsals, full dress rehearsals and the official broadcast. A backup power supply at 200 percent capacity will also be secured.
