The program implements Politburo Resolution No. 72-NQ/TW dated September 9, 2025, which outlines breakthrough measures to enhance health protection, improve healthcare services, and advance overall public health.
Specifically, Task Force 1 focuses on addressing common shortcomings and systemic constraints.
Task Force 2 is responsible for planning and organizing a modern, high-quality, integrated and efficient capital healthcare system.
Task Force 3 concentrates on digital transformation, science and technology and innovation.
Task Force 4 handles investment in physical infrastructure at hospitals and social assistance facilities.
Task Force 5 targets advanced spearhead fields, high-tech and specialized models and international cooperation.
Task Force 6 focuses on universal healthcare.
Task Force 7 covers preventive medicine, grassroots healthcare and life-cycle-based health care.
Task Force 8 is dedicated to health social security and care for vulnerable and at-risk groups.
Under the decision, the task forces are responsible for advising the City People's Committee on directing and organizing the implementation of the key task groups and targets set out in Action Program No. 06-CTr/TU.
Each task force leader is accountable to the City People's Committee for all activities of their task force. Deputy leaders assist the leader in directing operations and may act on the leader's behalf when authorized. Members are responsible to the leader for assigned tasks and are expected to proactively coordinate, advise, propose solutions and implement tasks within their respective areas.
The task forces will convene weekly, monthly or on an ad hoc basis to assess progress and promptly address difficulties and obstacles. When necessary, representatives of relevant agencies, experts and scientists may be invited to participate in discussions and provide input, with reports submitted to the City People's Committee for guidance on matters beyond the task forces' authority.
Task force leaders and deputy leaders are authorized to use the official seals of their respective agencies to carry out assigned duties in accordance with the law.
Each task force will automatically dissolve upon completion of its assigned mission.
The municial People's Committee has assigned Vice Chairwoman Vu Thu Ha to directly oversee, direct and manage Task Forces 1, 2, 4, 5, 6, 7 and 8. Vice Chairman Truong Viet Dung will directly oversee, direct and manage Task Force 3.
